Pengentasan kemiskinan, kesehatan, pendidikan dan ketahanan pangan dan gizi, adalah prioritas utama Tujuan Pembangunan Berkelanjutan di Indonesia, termasuk di Kalimantan Barat. Penelitian ini bertujuan untuk menggambarkan tipologi kemiskinan, pendidikan, dan kesehatan, melalui analisis silang antara kemiskinan dan pendidikan dan antara kemiskinan dan kesehatan pada 14 kabupaten/kota di Kalimantan Barat untuk tahun 2014 & 2019. Metode yang digunakan adalah pendekatan kuantitatif yang diolah dengan metode statistika, dengan mengandalkan data sekunder berupa data deret lintang. Penelitian ini juga menggunakan analisis deskriptif dengan menggunakan pendekatan grafis. Bentuk analisis yang digunakan dalam penelitian ini adalah analisis diagram Kartesius dan diagram sebar. Hasil estimasi untuk tahun 2014 dan 2019 memperlihatkan inkonsistensi indikator makro dan pembangunan di sebagian besar kabupaten/kota di Provinsi Kalimantan Barat. Hanya ada dua daerah yang secara konsisten berada pada kuadran tertinggi, yaitu kombinasi “tingkat kemiskinan rendah-tingkat pendidikan tinggi-tingkat kesehatan tinggi”, yaitu Kota Singkawang (tahun 2014) dan Kota Pontianak (tahun 2019). Sedangkan daerah yang secara konsisten berada pada kuadran terendah, yaitu kombinasi “tingkat kemiskinan tinggi-tingkat pendidikan rendah-tingkat kesehatan rendah” hanya ada pada tahun 2014, yaitu Kabupaten Sambas. Kabupaten/kota lainnya, baik pada tahun 2014 maupun pada tahun 2019 berada di antara kedua kategori tersebut. Penelitian ini dapat memperkaya analisis empiris mengenai keterkaitan antara tingkat kemiskinan dan indikator pendidikan dan kesehatan sebagai dasar pengambilan kebijakan yang mendukung tercapainya Sustainable Development Goals.
The Dynamics of Legal Aspects of Zakat and Waqf in Indonesia. This study shows that the codification of the law of zakat in Indonesia occurs gradually. Codification of Zakat still focuses much on zakat management. Zakat management is undertaken by the National Zakat Board (BAZNAS) and the Amil Zakat Institute (LAZ). The developmental aspects of zakat consist of: amil zakat, muzaki, zakat object, sanctions, and charity as a tax deduction. Meanwhile, the legal codification of waqf in Indonesia experienced significant growth after the enactment of Law Number 41 Year 2004 on Wakaf including: the concept of endowments, wakif, waqf objects, elements of endowments, nazir, waqf institutions (BWI), monitoring, dispute resolution, and criminal sanctions for violations of the waqf objects.DOI: 10.15408/ajis.v16i2.4450
This study aimed to identify the profile and classification of districts and cities in West Kalimantan based on indicators of local economic fundamentals such as economic growth, per capita income and the Human Development Index (HDI). Secondary data were obtained from the BPS West Kalimantan and other related agencies for the years 2005 - 2011. In the processing of secondary data to answer the purpose, this study uses local typology analysis tools to determine the pattern and structure of economic growth in each region (Kuncoro, 2004) which divides area into four categories: (1) regions with high-income and high economic growth; (2) regions with high-income and low economic growth; (3) regions with low-income and high economic growth; and (4) regions with low income and low economic growth.The research found development gaps between the City of West Kalimantan (Pontianak and Singkawang) and other districts where both cities have high-performance in economic growth, income per capita and HDI. None of the districts that have high performance in all three indicators. 11 other districts have diverse performance. Policy development at the district and municipal level should be based on development goals on a scale of local, provincial and national levels with a convergent pattern. This will facilitate the development of the region in the future.
