Modern electronic tracking and better balloons are helping to improve the record of upper winds over the United States, but maximum altitudes feasible for balloon techniques are not yet being realized routinely from most stations making daily upper wind observations. Meanwhile, problems calling for complete sets of upper wind observations persist, for missile and space vehicle engineering design and other purposes. The problems have brought attention to limitations of upper wind records [Charles, 1959]. In particular, observations missing from the records for any one of a variety of reasons can handicap research and engineering studies.
