This paper proposes a conceptual framework to systematize the use of Nature-based solutions (NBS) by integrating their resilience potential into Natural Assurance Scheme (NAS), focusing on insurance value as corner stone for both awareness-raising and valuation. As such one of its core goal is to align research and pilot projects with infrastructure development constraints and priorities. Under NAS, the integrated contribution of natural infrastructure to Disaster Risk Reduction is valued in the context of an identified growing need for climate robust infrastructure. The potential of NAS benefits and trade-off are explored by through the alternative lens of Disaster Resilience Enhancement (DRE). Such a system requires a joint effort of specific knowledge transfer from research groups and stakeholders to potential future NAS developers and investors. We therefore match the knowledge gaps with operational stages of the development of NAS from a project designer perspective. We start by highlighting the key role of the insurance industry in incentivizing and assessing disaster and slow onset resilience enhancement strategies. In parallel we place the public sector as potential kick-starters in DRE initiatives through the existing initiatives and constraints of infrastructure procurement. Under this perspective the paper explores the required alignment of Integrated Water resources planning and Public investment systems. Ultimately this will provide the possibility for both planners and investors to design no regret NBS and mixed Grey-Green infrastructures systems. As resources and constraints are widely different between infrastructure development contexts, the framework does not provide explicit methodological choices but presents current limits of knowledge and know-how. In conclusion the paper underlines the potential of NAS to ease the infrastructure gap in water globally by stressing the advantages of investment in the protection, enhancement and restoration of natural capital as an effective climate change adaptation investment.

Different in vitro cultures of Valerianaceae were analysed for valepotriate content [(iso)valtrate, acevaltrate, didrovaltrate] in a study on properties of production in vitro (plant species, growth conditions, differentiation level, valepotriate content of the medium after growth). The in vitro cultures were: callus cultures of Valeriana officinalis L., Valerianella locusta L. and Centranthus ruber L.DC.; a suspension culture of Valeriana officinalis L. and a root organ culture of Centranthus ruber L.DC. All of the cultures produced valepotriates in vitro in different amounts. None of the media that had served for growth contained any valepotriates. In order to characterize the in vitro growth more precisely different parameters were analysed at different time intervals during a growth period in one of the cultures (callus culture of Valeriana officinalis L.). These different parameters were: fresh and dry weight, lipid and nitrogen content and (iso)valtrate content. This study during a growth period was performed on two media differing in plant hormone content.

Abstract. Global trends suggest that cities around the world are increasingly depleting available water resources. A common strategy is to opt for supply augmentation infrastructure. However, this response can be a financial and social burden for many cities, because they entail developing expensive infrastructure and can trigger social conflicts. Science is often expected to play a key role in informing policymakers and social actors to clarify controversies surrounding policy responses to water scarcity. However, managing conflicts is a socio-political process, and the use of models may have the effect of de-politicizing such processes; conveying the idea that optimal solutions can be objectively identified despite the many perspectives and interests at play. This raises the question whether science can depoliticize water conflicts, or whether instead conflicts politicize science-policy processes? We use the Zapotillo dam and water transfer project in Mexico to analyze the roles of science-policy processes in water conflicts. The Zapotillo project aims at augmenting urban water supply to Guadalajara and León, two large cities in Western Mexico, but a social and legal conflict has stalled the project until today. To analyze the conflict and how stakeholders make sense of it, we interviewed the most relevant actors and studied negotiations between different interest groups through participant observation. To examine the role of science-policy processes in the conflict, we mobilized concepts of epistemic uncertainty and ambiguity and analyzed the design and use of water resources models produced by key actors aiming to resolve the conflict. While the use of models is a proven method to construct future scenarios and test different strategies, the parameterization of scenarios and their results depend on the knowledge and/or interests of actors who own the model. We found that in the Zapotillo case, scenarios reflected the interests and strategies of actors on one side of the conflict, resulting in increased distrust by the opposing actors. We conclude that the dilemma of achieving urban water security through investing in either large infrastructure (supply augmentation) or alternative strategies (demand-side management), cannot be resolved if some key interested parties have not been involved in the scientific processes framing the problem and solution space.

Abstract.Mexico is considered a regional economic and political powerhouse because of the size of its economy, and a large population in constant growth. However, this same growth accompanied by management and governance failures are causing several water crises across the country. The paper aims at identifying and analyzing the drivers of water crises. Water authorities seem to focus solely on large infrastructural schemes to counter the looming water crises, but fail to structure a set of policies for the improvement of management and governance institutions. The paper concludes with the implications of a business-as-usual policy based on infrastructure for solving water problems, which include a non-compliance to the human right to water and sanitation, ecosystem collapses and water conflicts.
