Future impacts of climate change on marine fisheries have the potential to negatively influence a wide range of socio-economic factors, including food security, livelihoods and public health, and even to reshape development trajectories and spark transboundary conflict. Yet there is considerable variability in the vulnerability of countries around the world to these effects. We calculate a vulnerability index of 147 countries by drawing on the most recent data related to the impacts of climate change on marine fisheries. Building on the Intergovernmental Panel on Climate Change framework for vulnerability, we first construct aggregate indices for exposure, sensitivity and adaptive capacity using 12 primary variables. Seven out of the ten most vulnerable countries on the resulting index are Small Island Developing States, and the top quartile of the index includes countries located in Africa (17), Asia (7), North America and the Caribbean (4) and Oceania (8). More than 87% of least developed countries are found within the top half of the vulnerability index, while the bottom half includes all but one of the Organization for Economic Co-operation and Development member states. This is primarily due to the tremendous variation in countries’ adaptive capacity, as no such trends are evident from the exposure or sensitivity indices. A negative correlation exists between vulnerability and per capita carbon emissions, and the clustering of states at different levels of development across the vulnerability index suggests growing barriers to meeting global commitments to reducing inequality, promoting human well-being and ensuring sustainable cities and communities. The index provides a useful tool for prioritizing the allocation of climate finance, as well as activities aimed at capacity building and the transfer of marine technology.
The ocean, which regulates climate and supports vital ecosystem services, is crucial to our Earth system and livelihoods. Yet, it is threatened by anthropogenic pressures and climate change. A healthy ocean that supports a sustainable ocean economy requires adequate financing vehicles that generate, invest, align, and account for financial capital to achieve sustained ocean health and governance. However, the current finance gap is large; we identify key barriers to financing a sustainable ocean economy and suggest how to mitigate them, to incentivize the kind of public and private investments needed for topnotch science and management in support of a sustainable ocean economy.
Abstract:Climate change continues to pose threats to fisheries and fishery-dependent communities globally. Vulnerability to climate change is a function of exposure, sensitivity, and adaptive capacity. Sensitivity is largely determined by the differences in socio-economic conditions among communities, and conflicts over resources often exacerbate this sensitivity. This study aims to understand factors affecting the sensitivity to climate change. The objectives are twofold: first, to develop indicators affecting sensitivity and to determine how they affect sensitivity, second, to compare sensitivity of two small-scale fishing groups (fishing camps and fishing villages). The study used twelve indicators, which are categorized into two; the community characteristics and assets, and threats and conflicts. Results show that fishing camps are less sensitive to climate change than fishing villages since they have more varied livelihood sources, such as crop farming. This allows for more sources of income. Both groups experience conflict with other lake users and wildlife attacks, which amplify their sensitivity through the reduction of fishing grounds and the damaging of fishing gear. It also shows that both climate and non-climate factors affect sensitivity, and understanding this can help to increase adaptive capacity. The findings allow for formulation of policy recommendations to help strengthen the livelihoods of small-scale fisheries.
It is widely known that rapid population growth and income improvement in some developing countries, and growing health consciousness in some developed countries, are the main factors that have contributed to the global increase in the consumption of fishery products in the past few decades. While a detailed analysis of fish consumption behavior is being conducted in several countries, there are other countries where changes in fish consumption desire and their social and psychological factors are not fully clarified. This study investigates the changes in fish consumption desire and its associated factors in the United Kingdom (UK) and Singapore. Primary data were gathered from 1200 participants through a web questionnaire survey in the UK and Singapore. The results show that approximately five times as many respondents stated that the desire to purchase fish had increased in both the UK and Singapore compared to those that believed it had not 10 years ago. Second, the increase in fish consumption in the UK is positively associated with younger age, cheaper price, the health benefits of fish, concern over the health of meat, and religion. Third, the increase in fish consumption in Singapore is positively associated with cheaper prices and is negatively associated with concerns over sustainability.
Micronutrient deficiencies remain a serious nutritional concern in Bangladesh, especially among rural women of reproductive age (WRA). This study assesses the diet quality of reproductive-aged adolescent girls and adult women (referred to together as WRA in this study), including socio-demographic factors associated with their diet quality. The diet quality of adolescent girls was compared with that of adult women to assess which group was most at risk. The diet quality was measured by calculating the nutrient adequacy ratio (NAR), using the preceding 24 h dietary recall method. The mean adequacy ratio (MAR) was calculated as an overall measure of diet quality using the NAR. Nearly three quarters of WRA (adolescents: 73.1–88.5%; adult women: 72.9–86.4%) had an inadequate intake of calcium, vitamin A, folic acid, and vitamin B12. The prevalence of inadequate dietary intakes of calcium, zinc, and energy was significantly higher in adolescent girls (p < 0.001) than in adult women. Overall diet quality was significantly better in adult women (0.51 ± 0.21, p < 0.001) than in adolescent girls (0.49 ± 0.22). Age, marital status, educational level, and monthly household income were important factors associated with the diet quality of WRA. Micronutrient inadequacy is widely prevalent in the diets of WRA in Bangladesh, and adolescent girls with poor socio-economic status and lower educational levels are at higher risk.
Fisheries subsidies have attracted considerable attention worldwide since the 1990s. The World Trade Organization (WTO), among others, started to strengthen its disciplines in fisheries subsidies in 2001. The academic study of fisheries subsidies can play a key role in contributing to policy-making processes such as WTO negotiations by providing more accurate information on the link between subsidies and overfishing. This paper aims to review the existing academic literature and discuss the role of academic studies in the process of designing and implementing policies on fisheries subsidies. Academic studies on fishery subsides can be divided into three branches: descriptive, theoretical, and empirical. Overall, there has been significant progress in empirical studies on fishery subsidies during the last decade. While the number of studies is still limited, they generate insights that are consistent with theoretical predictions. As for potential contributions of academic studies to actual policies and sustainable management, more interaction between academic experts and policy makers is desirable.
Humanity has never benefited more from the ocean as a source of food, livelihoods, and well-being, yet on a global scale this has been accompanied by trajectories of degradation and persistent inequity. Awareness of this has spurred policymakers to develop an expanding network of ocean governance instruments, catalyzed civil society pressure on the public and private sector, and motivated engagement by the general public as consumers and constituents. Among local communities, diverse examples of stewardship have rested on the foundation of care, knowledge and agency. But does an analog for stewardship exist in the context of globally active multinational corporations? Here, we consider the seafood industry and its efforts to navigate this new reality through private governance. We examine paradigmatic events in the history of the sustainable seafood movement, from seafood boycotts in the 1970s through to the emergence of certification measures, benchmarks, and diverse voluntary environmental programs. We note four dimensions of stewardship in which efforts by actors within the seafood industry have aligned with theoretical concepts of stewardship, which we describe as (1) moving beyond compliance, (2) taking a systems perspective, (3) living with uncertainty, and (4) understanding humans as embedded elements of the biosphere. In conclusion, we identify emerging stewardship challenges for the seafood industry and suggest the urgent need to embrace a broader notion of ocean stewardship that extends beyond seafood.
