This article focuses on the political activism of the Peace Mothers in Turkey, a group of Kurdish mothers whose children were either Partiya Karkerên Kurdistan (PKK) guerrillas or political dissidents during the conflict between the Turkish state and the PKK. The peace activism of the Mothers is a distinctive case that speaks to the tension between the domains of the familial and the political—a tension that appears in everyday discussions as well as in feminist literature. In this article, I suggest that the Peace Mothers’ struggle to bridge national and local peace-making ideals is a subtle effort to resolve that tension and to transform the realms of family and politics. The mobilization around “motherhood” aims at peace on the national scale, but has led to an unexpected form of activism in the Kurdish community, where the Mothers now mediate local family conflicts in the wake of war. While the Mothers’ activism has not been successful in achieving its main goal of securing a national peace settlement, I argue that it transforms both the political and the familial spheres to a significant extent. The Mothers conceive of motherhood broadly: as the state of being an agent with the capacity to connect to the All via a sense of loss and care. In engaging with feminist debates on motherhood, activism, and care, this article presents a novel framework for understanding the persistent boundary between the political and the familial and calls attention to the role of gendered politics and maternal activism in understudied local settings.
The article explores the Kurdish women's movement in Turkey by bridging two forms of resistance: those of guerrilla women fighters and of activist women. Based on my extensive ethnographic and archival research, I ask how women under conditions of war engage in different modes of resistance. In what ways does the “heroic resistance” of guerrilla women resonate with and/or contradict the everyday, “ordinary” struggles of activist women? The potent image of the Kurdish guerrilla woman that emerged in the early 1990s is constitutive of many other modes of political subjectivities, even among women who do not or cannot become guerrillas. One of those subjectivities is that of the activist woman. My analysis suggests that women's activism opens up a middle ground of action between “heroic” and “ordinary” resistance by reconciling revolutionary politics with everyday activism around gender‐based violence, democracy, and human rights. Although both revolutionary movement participants and scholars of revolutionary resistance often contrast the “ordinary” with the realm of armed resistance, this article challenges this dichotomy. I take the two realms of resistance—the ordinary and the heroic—as the core constituents of revolutionary resistance, and I reconsider the gendered interplay between them.
This essay begins with the formation of solidarities among women's movements in Turkey during the period of the peace process. It focuses on events that took place between March 8, 2013, the beginning of the peace process, and March 8, 2017, when women activists in Turkey joined the International Women's Strike. Despite the collapse of the peace process and the resumption of war in the summer of 2015, women activists continued to struggle under the Turkish government's emergency regime. This essay addresses the ways in which the peace process and its termination affected relations among activist women, both Kurdish and non-Kurdish, as they have sought to confront Turkey's “new” emergency regime. Many women's groups lost their institutional footing due to the emergency regime's forced closure of women's organizations and its arrest of numerous activists, parliamentarians, and co-mayors. In this context, the essay demonstrates, women are left with no choice but to strengthen their alliances and to radicalize their movements against the state's authoritarian regime.
