English Language Teaching (ELT) in non-English majors already has its “home” but not its “host”. It means that the parties involved in the teaching have not been able to manage an effective ELT yet. There could be many aspects related to this, yet this paper prefers to propose a solution to improve the effectiveness of English teaching in non-English majors by empowering the English language lecturer. This paper refers to the results of research conducted on the teaching of English in the Faculty of Social Sciences that use lecturers and students as the main informant, as well as interviews, observation and document analysis as data collection techniques. The results showed that some important improvement in ELT for non-English majors can be initiated by the lecturers. There are some necessary steps to do to reinforce the role of lecturers in ELT implementation. They are involving the lecturer in designing or revising the curriculum, building connection with fellow ESP lecturers and lecturers of relevant field of study, and activating Focus Group Discussion among teaching team. These steps hopefully will be complemented by the improvement of other aspects in ELT for non-English departments to build an effective teaching. ABSTRAK Pengajaran bahasa Inggris di jurusan non-bahasa Inggris baru memiliki “rumah” saja, belum “tuan rumah”nya. Ini berarti bahwa pihak-pihak yang terlibat dalam pembelajaran belum dapat menata sebuah pengajaran bahasa Inggris yang efektif. Ada banyak hal yang dapat dilakukan, namun tulisan ini memilih untuk mengajukan sebuah solusi perbaikan pengajaran bahasa Inggris di jurusan non-bahasa Inggris dengan cara memberdayakan dosen pengampu matakuliah. Tulisan ini merujuk pada hasil penelitian yang dilakukan terhadap pengajaran bahasa Inggris di Fakultas Ilmu Sosial dengan menggunakan dosen dan mahasiswa sebagai informan utama, serta wawancara, observasi dan analisis dokumen sebagai teknik pengumpulan data. Hasil penelitian menunjukkan bahwa beberapa perbaikan penting dalam penegajaran bahasa Inggris dapat difasilitasi oleh dosen pengampu matakuliah. Langkah-langkah yang dapat dilakukan adalah: melibatkan dosen dalam menyusun kurikulum pengajaran bahasa Inggris; membangun hubungan dengan sesama dosen pengajar ESP dan dosen ahli bidang ilmu tertentu; mengaktifkan forum diskusi antar anggota tim pengajar. Whereas academic texts need to be conveyed in a universal language, they contains alot of localities central for the message. This may cause a failure to publish article in an internationally reputable journal for non-native English writers. That is why it is important to know cultural elements commonly found in social science text, what problems may emerge from the cultural elements, and how to cope with the problems to produce a qualified translation. It is a descriptive qualitative study using a case study design whose subject is the translation of article from bahasa Indonesia to English in an international journal. Source of data is the article submitted to the journal in bahasa Indonesia, the English published article, and the translator. Research results showed that there are a lot of cultural elements in the translation of social science text in the form of material culture; social culture; organizations, customs, activities, procedures, concept. The cultural elements cause cultural problems and linguistic problems. Some translation techniques done by the translator are effective to solve some cultural problems. However the uncarefulness of the translator in dealing with language made linguistic problems remain and this gives bad impact on the readibility of the translation. The improvement of cultural and linguistic competence of the translator is a necessity. Monolingual dictionary, encyclopedia and data base of specific field of study will be very useful translation aids.
<pre>Objectivity and neutrality are hard to achieve in journalistic text. Editorial as part of journalistic text functioning to give opinion on certain issues should have its own standard of objectivity and neutrality. This study aimed at describing things, people, or parties involved in an issue carried by an editorial, and explain how the writer behaves and gives an assessment of the things, people, or parties. The study was held in a descriptive-qualitative method using Appraisal Theory to analyze the data taken from the editorial of an Indonesian news website. Research results showed various appraised items in the editorial meaning that there are various things and parties involved in the issue. The attitude of the writer toward the issue was marked by the domination of negative expressions in affect and judgement, and a dominationn of positive expression in appreciation. The writer used different modes in proposing opinion. From the findings of the research it can be concluded that using proper expressions in showing attitude and providing reliable facts are key to write an ‘objective and neutral’ editorial.</pre>
