The article is devoted to establishing priority directions of the development of the regulatory-stimulating mechanism for the implementation of modern economic interests of agrarian-construction clusters i.a., in agro-industrial construction in the rural area.A group of agrarian-construction clusters is separated, whose activities, as rural areas, within which the territorial communities develop and function, advance, requires a new spatial rethinking and updating approaches to processes of arranging the provision of state support (assistance).Definitional approaches to the interpretation of rural development processes and a list of needed works depending on the goals of the renovation and local conditions for its conducting are set.Subject to balancing the social-agrarian-construction priorities of a specific territorial location, a process of developing tools for the implementation of programs of state support (assistance) for the renovation of rural areas is staged.Methodological principles are formulated, for evaluating, at macro and mesoeconomic levels, an appropriateness of state support (assistance) for construction-
The article formulates the methodological principles, develops and tests the methods of evaluation, at the macro-and meso-economic levels, the appropriateness of state support for construction initiatives of enterprises of the agrarian-construction cluster based on ranking and biological classification of respective infrastructure projects, which -the methods differ from the existing ones by involving an additional criterial plurality in terms of the location of its implementation the availability of the economic-natural reserve, an impact of natural-anthropogenic factors with subsequent ranking of criteria by strength in order to make the respective decision at the territorial community's level. Moreover, a system of criteria includes both traditional (budgetary-financial and socio-economic) and ecologicalinfrastructural criteria, which are determinative in the algorithm of making a decision on state support of the implementation of village-saving projects by agrarian-construction clusters subject to the need for rural renovation and involving agricultural lands in a market model of their turnover. This has also allowed to extend an existing construct of catalyzation of mechanisms of state support (assistance) for agrarian-construction clusters, in general, and rural construction in the countryside, in particular, with national economic, social, food, construction and financial-budgetary priorities and capabilities of a specific rural territorial location incl. the same for further development of social dialogue institutions involving a public-private partnership.
The article adapted and transformed an innovative scientific and analytical means of risk-controlling operational systems of construction contractors and multi-agent environments of construction projects based on the concept and methodological platform of compliance management, which allows early identification of BP risks and stakeholder activities and, taking them into account, to form a rational a version of the budget-resource and calendar program for the implementation of projects, subject to a compromise agreement of the economic interests of stakeholders and a rational distribution between them (compliance) of responsibility for the content, regulations, budget and consequences of anti-risk actions. A hierarchical model of quantitative risk assessment of anti-crisis management of a construction enterprise was built, which, with the help of the apparatus of fuzzy mathematics, makes it possible to assess risk factors and risks at each level of the hierarchy. The proposed model provides an opportunity to identify threats (risks of a catastrophic level), as well as the most significant risk factors based on the sensitivity analysis method, which is important for making managerial decisions in conditions of uncertainty. The conceptual principles of the management activity of the enterprise, taking into account its financial and economic condition, have gained further development, which differ from the current ones in that, in the absence of signs of a crisis, they provide for the functioning of the economic security system with its performance of risk management and anti-crisis management functions, and in crisis conditions - the introduction of anti-crisis management with the delegation of certain tasks and functions to the economic security service and the risk management unit in order to prevent the deterioration of the financial and economic situation and ensure the conditions for the effective implementation of anti-crisis measures.
The article is devoted to the definition of features and directions of increasing the efficiency of enterprise management with the help of budgeting technology. Research of theoretical and methodological, organizational and practical aspects of budgeting process management is implemented through the introduction of software products. On the theoretical basis of the formation of budgets of enterprises, which are considered from the standpoint of the implementation of management activities through the implementation of management functions: planning, organization, coordination, motivation and control. The stages, sources of information security and features of budgeting in modern conditions are defined. The need for budget activities of enterprises at the strategic and tactical levels. Effective budget execution is proposed to increase the competitiveness of enterprises. The article presents further improvement of software implementation based on software budgeting technologies, which are integrated into it SyteLine Budgeting technology (the process of budgeting based on the synthesis of business process management systems). This technique is an effective alternative to traditional structural resource budgeting and is relevant for companies that are on the path of business process reengineering and application of economic and mathematical models of optimal choice, which will allow the company to develop specific tactical (operational) tasks to form a budgeting system. significantly reduce the complexity of budgeting at both the operational level and strategic management. Scientific principles and practical recommendations formulated in the work allow to increase the efficiency of management of organizations of all forms of ownership and activity by creating an automated budget system at the level of divisions and operational processes of the company, which will develop budgeting and methodological approaches to its formation, in particular, with the use of the normative budget of the project.
