At the present stage, it is becoming more and more important for large companies to maintain their own impeccable reputation. Western companies have been introducing and developing compliance systems for quite a long time, and now Russian companies are also concerned about the development of such systems. Compliance strengthens the company’s reputation, which gives it another competitive advantage in the market. The purpose of the article is to study trends and prospects for the development of compliance in Russia, the problems of its implementation in Russian companies. The paper provides a theoretical analysis of the concept and essence of compliance in the activities of companies, the features and components of compliance systems. Compliance systems and the work of compliance services were studied on the example of 50 large companies that were surveyed in March 2020. It was determined that less than half of the companies have such services; the full independence of such services is not always fully ensured; the capabilities of these services to perform compliance functions are not fully used and the most popular area of compliance is anti-corruption compliance. Prospects for further research are related to the study of the development of compliance in Russia, including the introduction of advanced foreign experience in Russian companies. The applied value of the material lies in the systematisation of information on the trends in the development of compliance in Russia at the present stage.
Competition at its core allows to acquire additional benefits to an enterprise by improving the quality of their activities. The activity of an enterprise, in turn, is based on the desire of state authorities to provide an environment for a comfortable business. In the context of the growing crisis, it becomes extremely relevant to determine the principles that can serve the development of the business environment and, accordingly, form the prerequisites for the qualitative development of the country as a whole. The novelty of the study is determined by the fact that the state puts business plans of the national type at the basis of the development of the business environment, which affect not only the possibility of developing entrepreneurial activity in gross form, but also personalised data. The authors show that a similar basis can be expressed in the development of intellectual capital. The practical significance of the study is determined by the need to ensure the development of entrepreneurial activity in the face of overcoming a systemic crisis. It is proposed to reduce the participation of the state as an institutional participant in favour of infrastructure support.
Worldwide maritime shipping services are distinguished by the fact that this type of transportation is the lowest in cost and, a s a consequence, the most common. This situation is identified by the fact that modern seaports can primarily serve not only as final delivery points, but also as regional hubs for other groups of goods. In this regard, competition measures are taken, which are tangent to tax revenues, seaports require greater attention to the taxation issue. The research is novel in that seaports bec ome the basis for an international competitive situation. The authors determine that tax revenues depend not only on the geographical distribution of the port, but also on the international tax regime. In this regard, the use of specialized tax regimes, the time of their application and methods of termination require the establishment of individual tax regimes, which ports must develop and implement independently. The article develops a tax model applicable to a significant number of agents that are often in a state of cooperation. The practical application of the developed model can be presented to increase the investment attractiveness of the port in the structure of increasing the efficiency of the public sector of the economy.
Authors of this research analyze specific features of application of the Order of the Federal Anti-Monopoly Service (FAS) No. 220 in respect of determination of commodity boundaries of the market and creation of necessary conditions for competition in the mineral wool market. Preliminary determination of the commodities, which was carried out on the basis of analysis of the All-Russian classifiers of products and kinds of economic activity, has shown that in the course of determination of the merchandise market it is necessary to include glass wool, slag wool, and stone wool into one and the same commodity group. Due to the complexity of performance of the comprehensive and representative expert investigation, it is possible to utilize the data of the RF FAS research, which was carried already. Authors of this article describe specific features of determination of the merchandise market through the example of such commodities as ‘the glass wool goods’: this market was subject to analysis of the RF FAS in 2017. Selection of the investigation methods is to be made on the basis of the investigation periods and accessibility of information (among other factors).
In modern economic realities, the state is playing an increasingly important part, managing the economy to achieve greater social efficiency. From this standpoint, the crucial aspect of efficient application of the concession mechanism is the selection of project proposals that have socio-economic practicality. The purpose of the paper is to justify the choice of the concession mechanism for projects economically efficient for the infrastructure owner. The authors conclude that upon justifying the choice of the concession mechanism, it is important both to analyse the economic efficiency with the benefit of the best analytical practices of investment management in conjunction with budget efficiency evaluation and to assess the specific risks and probability deviations, factoring in the specifics of projects on creation of public railway infrastructure in order to evaluate and subsequently monitor the comparative advantages of the concession over the state law and other PPP tools.
