Cuba is currently experiencing an unprecedented boom in international tourism, and the Cuban state has actively supported tourism expansion as a strategic means to increase greatly needed foreign currency income, in order to sustain its socialist system. In Havana, Cuba's gateway city for international tourists and-with its colonial old town bestowed with UNESCO world heritage status-one of its touristic hotspots, this tourism boom is felt most profoundly. The old town has been subject to far-reaching processes of urban restructuring, driven by state-run urban renewal projects, thereby increasing touristic influx and the gradual displacement of dwellers and resident-oriented urban functions by tourism-oriented ventures. This article provides an analysis of the recent spatio-structural urban transformation processes in Habana Vieja, highlighting particularly its interrelations with international tourism, the role of the Cuban government as a major tourism facilitator and the state-run old town restoration programme. Our analysis shows that in the context of old town restructuring in Havana, the Cuban government often favours touristic needs over those of local dwellers, albeit some of them may indeed profit from increasing touristification. Meanwhile, the government is willing to accept, at least in controlled settings, market-based developments otherwise strongly opposed by official state ideology Zusammenfassung: Kuba erlebt derzeit einen beispiellosen Boom des internationalen Tourismus. Die Ausweitung des touristischen Angebots wurde und wird aktiv und gezielt von staatlicher Seite vorangetrieben, um das sozialistische System mit den erwirtschafteten und dringend benötigten Devisen zu stützen. In Havanna, das den primären Ankunftsort für internationale Touristen und mit seiner zum UNESCO-Weltkulturerbe ernannten Altstadt einen touristischen Hotspot in Kuba darstellt, wird dieser Boom am deutlichsten. Habana Vieja, die Altstadt von Havanna, unterliegt hierbei weitreichenden urbanen Transformationsprozessen. Getrieben werden diese durch staatliche Sanierungsprojekte, den stetig wachsenden Zustrom an Touristen und die damit verbundene Verdrängung von lokaler Bevölkerung und Versorgungsinfrastrukturen zugunsten touristischer Nutzungen. Dieser Beitrag analysiert die jüngeren Prozesse räumlich-struktureller Transformation in Habana Vieja unter besonderer Berücksichtigung der Auswirkungen des internationalen Tourismus, die Rolle der kubanischen Regierung als maßgeblicher Förderer des Tourismus und die staatlichen Programme zur Altstadtsanierung. Unsere Analyse verdeutlicht, dass die kubanische Regierung im Zuge der Altstadtsanierung vielfach touristische Bedürfnisse über die der lokalen Bevölkerung stellt, auch wenn Teile dieser von der zunehmenden ‚Touristifizierung' profitieren können. Die Regierung ist indessen bereit, marktwirtschaftliche Entwicklungen, zumindest in einem kontrollierten Rahmen, zuzulassen.
In the recent past, a change in consumer behavior has accelerated the change in inner cities: Hybrid consumption is characterized by an “as well as” behavior when shopping. This phenomenon can be researched using the example of an annual passer-by survey in the test city of Augsburg. It turns out that increasingly different motives than shopping are crucial for the inner city visit. Correspondingly, consumer spending is also declining. This is why retail sales are coming under increasing pressure despite the increasing number of visitors.
For a long time, the Cuban Revolution was an identity-forming force for many Cubans. This effect is expressed in specific materialities. Thus, identification with the Revolution takes place through and at revolutionary places of memory. Examples of this are the Plaza de la Revolución in Havana or at Che Guevara's tomb in Santa Clara. Being "social spaces" (Lefebvre), these spaces are material representations of the Revolution and simultaneously only acquire their meaning through the Revolution. Oktober 1997 wurden die sterblichen Überreste des argentinischen Revolutionärs Ernesto Che Guevara in einem eigens errichteten Mausoleum im kubanischen Santa Clara mit militärischen Ehren zu Grabe getragen. 39 Jahre zuvor -1958hatte die von Guevara kommandierte Abteilung der Revolutionsarmee in dieser Stadt die entscheidende Schlacht gegen die Truppen des Diktators Fulgencio Batista gewonnen und so den Sieg der kubanischen Revolution ermöglicht. 1 Das Mausoleum Guevaras besteht, neben einer Urnenwand und einer ewigen Flamme, aus einem weitläufigen Museum, das über das Leben und Wirken des Comandante informiert. Der ausladende Aufmarschplatz vor dem Mausoleum dient regelmäßig als Versammlungsund Veranstaltungsort. Bei den in Santa Clara stattfindenden Veranstaltungen, die in der Regel von der Kommunistischen Partei Kubas (PCC -Partido Comunista de Cuba) verantwortet werden, steht zumeist die kollektive Erinnerung an die kubanische Revolution 2 , ihre Helden und Errungenschaften im Vordergrund. Das Mausoleum in Santa Clara nimmt als Erinnerungsort eine bedeutende Rolle für die kontinuierliche (Re-)Produktion und Legitimation der Re-1 Hoffmann 2009, 62. 2 Die Revolution dauert nach kubanischem Verständnis bis heute an und ist ein kontinuierlicher, per se nicht abschließbarer Prozess; s. beispielhaft Fidel Castros Rede aus dem Jahr 2000 (Castro 2000).
