Health economics is a branch of science that examines in order to benefit more effectively from the resources allocated to the health sector. The aim of this study is to evaluate the concept of social discount rate, which is used as one of the economic evaluation methods in health economics and used in cost-benefit analysis, which is a tool for the efficient use of resources allocated to the health sector. In this study, which is a compilation, a literature review is carried out on national and international, theoretical and empirical studies on the social discount rate, and another analysis is carried out to evaluate the selection methods of the social discount rate and what the appropriate social discount rate should be used in health projects. While conducting the analysis, a review of the academic literature on the social discount rate, the discount rates applied in economic evaluations in health around the world, and globally guiding and instructions were performed. In this context, within the framework of an economic perspective, the social discount rate has been tried to be evaluated conceptually in terms of the health sector, the proposed discount rates and the factors affecting the selection of the discount rate and the reasons for the uncertainty in the selection of the rate have been evaluated. As a result, it can be said that the optimal use of public resources for the social discount rate, which is directed by political preferences, and its effects on the distribution of these resources between generations have consequences that spread throughout the society.
<em>Dünyada sağlığın geliştirilmesi ve sağlık bilincinin oluşturulması için birey temelli uygulamalara odaklanılmış ve bu kapsamda sağlık okuryazarlığı (SO) kavramı gündeme gelmeye başlamıştır. SO, bireylere kendi sağlık kararları ile ilgili doğru tercihlerde bulunma yetisinin kazandırılması yanında tıbbi bilgileri doğru anlama, yorumlama ve sağlığı ile ilgili uygun kararları verecek davranışlar geliştirmesinin sağlanmasını ifade etmektedir. Bireylerin demografik özellikleri, genetik faktörler, beslenme alışkanlıkları, hastalıkları yönetme şekli, sosyoekonomik özellikleri gibi pek çok faktör ile ilişkilendirilebilen sağlık okuryazarlığı düzeyinin yetersizliği elde edilen bulgulara göre sağlık hizmetlerine tahsis edilen kaynakların aşırı ya da gerektiği gibi kullanılmamasına neden olmaktadır.Bu çalışma ile yetersiz SO’nın sağlık harcamalarına olan etkilerinin analiz edilmesi ve Türkiye (TR)’nin sağlık harcamaları içerisinde yetersiz SO’dan kaynaklanan mali yükün tespit edilmesi amaçlanmaktadır. Bu amaçla Vernon ve Diğerlerinin (2007), Friedland (2002)’nin varsayımlarını kullanarak geliştirdiği maliyet tahmin modeli ile Sağlık ve Sosyal Hizmet Çalışanları Sendikası tarafından 2014 yılında yayınlanan “Türkiye Sağlık Okuryazarlığı Araştırması”nın verileri kullanılarak TR için yetersiz SO’nın tahmini maliyetleri hesaplanmıştır.</em>
In the 21st century, the free movement of information became quite important with the increase of internet technology. The fact that people can exchange money or data with each other without the need for any intermediary has led to the development of a new economic area under the name of the sharing economy. One of the most important features of the sharing economy is that the parties of the economic transaction establish this relationship through a technological platform. Similarly, allowing peer-to-peer transactions and seeing them as a reliable and public platform has made blockchain technology the focus of attention as a digital business technology in various sectors. In this study, blockchain technology, which is considered as the future technology of the sharing economy, is explained within the framework of a health sector model that deals with the partnership between the sharing economy and blockchain technology.
