This paper deals with the Italian recession in a theoretical framework which combines Marxian and Kaldorian elements. The interpretation proposed of the slow rate of growth of the Italian economy in the last decades is based on the view that the implementation of a liberal agenda (mainly in the form of increasing labour market deregulation and increasing taxation on labour) has generated increasing income inequality and the reduction of the growth rate. The basic idea, derived from Kaldor, is that the decline of labour share, the increasing precariousness and measures of fiscal consolidation have reduced domestic demand with negative effects on the level of employment and the growth of labour productivity. Moreover, the increase in public debt involves increasing taxation (mainly on labour), which, in turn, contributes to the reduction of the rate of growth of labour productivity via the deterioration of the quality of the workforce.
Este artigo trata da longa crise da economia italiana após o chamado “milagre econômico”. O artigo reconstrói a história econômica da Itália e as políticas implementadas a partir dos anos 70 até 2008, para depois mostrar os efeitos da crise de 2008 sobre a economia italiana. Se discute criticamente as políticas que foram implementadas para enfrentar a crise, e principalmente as políticas trabalhistas como a moderação salarial, o enfraquecimento da negociação coletiva e a desqualificação da oferta de trabalho, realizadas também através das contínuas reduções de financiamentos para as universidades públicas e para a pesquisa. Além disso, analisa-se a dinâmica da força de trabalho e dos salários entre 2008 e 2018. Levando em conta a longa estagnação econômica e a atual estrutura produtiva italiana, conclui-se que a Itália precisa repensar suas políticas industriais, conferindo ao Estado a função de inovador de primeira instância.
Nel recente dibattito pubblico che ha accompagnato l'approvazione della Direttiva sui salari minimi adeguati nell'Unione Europea ci si è interrogati sullo stato della contrattazione collet-tiva in Italia e su quanti lavoratori coinvolgesse. L'Italia, pur essendo un Paese storicamente caratterizzato da un consolidato sistema di relazioni industriali, non ha ancora statistiche defi-nitive sulla copertura contrattuale formalmente riconosciute e di riferimento per la definizione delle politiche. Sulla base di queste premesse sono stati esaminati, tramite dati ufficiali, il nu-mero dei Contratti Collettivi Nazionali di Lavoro (Ccnl), le organizzazioni sindacali contraenti e il numero dei lavoratori dipendenti effettivamente coperti, sia nel settore privato, esclusi i settori agricolo e domestico, che nel pubblico. La ricerca evidenzia un'altissima copertura dei Ccnl firmati dalle maggiori organizzazioni sindacali confederali (Cgil, Cisl, Uil) e un'anomala proliferazione di Ccnl che, sebbene interessi un numero esiguo di lavoratori, può esercitare una pressione verso il basso sui salari e sulle condizioni lavorative stabilite nei Ccnl più con-solidati e rappresentativi.
