We ask what it would mean to take seriously the possibility of multiple water ontologies, and what the implications of this would be for water governance in theory and practice. We contribute to a growing body of literature that is reformulating understanding of human-water relations and refocusing on the fundamental question of what water 'is'. Interrogating the political-ontological 'problem space' of water governance, we explore a series of ontological disjunctures that persist. Rather than seeking to characterize any individual ontology, we focus on the limitations of silencing diverse ontologies, and on the potential of embracing ontological plurality in water governance. Exploring these ideas in relation to examples from the Canadian province of British Columbia, we develop the notion of ontological conjunctures, which is based on networked dialogue among multiple water ontologies and which points to forms of water governance that begin to embrace such a dialogue. We highlight water as siwlkw and the processual concept of En'owkin as examples of this approach, emphasizing the significance of cross-pollinating scholarship across debates on water and multiple ontologies.
Indigenous peoples often view water as a living entity or a relative, to which they have a sacred responsibility. Such a perspective frequently conflicts with settler societies’ view of water as a “resource” that can be owned, managed, and exploited. Although rarely articulated explicitly, water conflicts are rooted in ontological differences between Indigenous and settler views of water. Furthermore, the unequal water governance landscape created by settler colonialism has perpetuated the suppression of Indigenous ways of conceptualizing water. This paper thus examines the “political ontology” of water by drawing on insights from the fields of critical Indigenous studies, post-humanism, and water governance. Additionally, we engage a case study of four Yukon First Nations (Carcross/Tagish, Kluane, Tr’ondëk Hwëch’in, and White River First Nations) in the Canadian North to examine their water ontologies through the lens of a politics of kinship including ideas about “respecting water.” We also examine the assumptions of settler-colonial water governance in the territory, shaped by modern land claims and self-government agreements. We close by discussing the implications of Indigenous water ontologies for alternate modes of governing water.
Safe and secure water is a cornerstone of modern life in the global North. This article critically examines a set of prevalent myths about household water in high-income countries, with a focus on Canada and the United States. Taking a relational approach, we argue that household water insecurity is a product of institutionalized structures and power, manifests unevenly through space and time, and is reproduced in places we tend to assume are the most water-secure in the world. We first briefly introduce "modern water" and the modern infrastructural ideal, a highly influential set of ideas that have shaped household water provision and infrastructure development over the past two centuries. Against this backdrop, we consolidate evidence to disrupt a set of narratives about water in high-income countries: the notion that water access is universal, clean, affordable, trustworthy, and uniformly or equitably governed. We identify five thematic areas of future research to delineate an agenda for advancing scholarship and actionincluding challenges of legal and regulatory regimes, the housing-water nexus, water affordability, and water quality and contamination. Data gaps underpin the experiences of household water insecurity. Taken together, our review of water security for households in high-income countries provides a conceptual map to direct critical research in this area for the coming years.
