Learning from the Germans, zo noemde politiek filosoof Susan Neiman haar provocerende oproep aan de Verenigde Staten om meer werk te maken van zijn slavernijverleden. 1 De Wiedergutmachungspolitik 2 belichaamt het idee dat de Duitse samenleving haar moeilijke verleden van nationaalsocialisme en de Holocaust effectief heeft verwerkt door een omvattend programma van strafprocessen, herstelbetalingen, excuses, oprichting van musea en monumenten, herdenkingen, aandacht voor het verleden in het onderwijs en de politiek, enzovoort. Deze poging tot de verwerking van de Holocaust, het Duitse model, 3 inspireert sinds de jaren negentig wereldwijd andere post-conflictsituaties en is een ideaal geworden binnen het snel groeiende veld van Transitional Justice. Transitional justice bestudeert in essentie alle mechanismen en processen waarmee een samenleving in het reine probeert te komen met een gewelddadig verleden. De processen van Neurenberg zijn iconisch, net als de Waarheids-en Verzoeningscommissie in Zuid-Afrika of het Internationaal Strafhof in Den Haag; meer recentelijk is ook de discussie over de restitutie van roofgoederen uit de voormalige koloniën onderdeel van het Transitional Jus tice-debat. 4 Als Duitse heb ik ambivalente gevoelens bij deze idealisering van het Duitse model. Terwijl ik mij vroeger als teenager een beetje schaamde om Duits te zijn, mag ik mij nu identificeren met een veelgeprezen herstelmodel. Haar centrale argument: terwijl in Amerika of Groot-Brittannië de geschiedenis wordt gebruikt om zich te troosten, probeert Duitsland door deze 'working-off-the-past' een andere toekomst te creëren. 2 2022 was het herdenkingsjaar voor de Duitse Wiedergutmachung; de term voor de poging om in morele en materiële zin verantwoordelijkheid te nemen voor het historische onrecht dat de nationaalsocialisten pleegden. Zeventig jaar geleden ondertekenden Israël, de Jewish Claims Conference en Duitsland de 'Luxemburgse' overeenkomst, de basis voor alle regelingen inzake herstelbetalingen voor nationaalsocialistisch onrecht.
