Does political affirmative action undermine or promote development? We present the first systematic analysis of Scheduled Areas in India, home to 100 million citizens, where local political office is reserved for the historically disadvantaged Scheduled Tribes. A newly constructed dataset of 217,000 villages allows us to probe conflicting hypotheses on the implementation of the world’s largest workfare program, the National Rural Employment Guarantee Scheme. We find that reservations deliver no worse overall outcomes, that there are large gains for targeted minorities, and that these gains come at the cost of the relatively privileged, not other minorities. We also find improvements in other pro-poor programs, including a rural roads program and general public goods. Reservations more closely align benefits to each group’s population share, allaying concerns of overcompensation for inequalities. Contrary to the expectations of skeptics, results indicate that affirmative action can redistribute both political and economic power without hindering overall development.
COVID-19 is expected to radically alter higher education in the United States and to further limit the availability of tenure-track academic positions. How has the pandemic and its associated fallout affected doctoral students’ career aspirations and priorities? We investigate this question by comparing responses to a PhD career survey prior to and following significant developments in the pandemic. We find little evidence that the pandemic caused substantial shifts in PhD students’ aspirations and priorities. However, some differences emerge when considering later dates in our survey period, particularly among more senior students who express a greater interest in some non-academic careers and job characteristics. Contrary to expectation, we also find evidence that the pandemic improved some students’ perceptions of their academic departments. In our conclusion, we speculate whether steps taken by the comparatively well-resourced institution that we study helped to mitigate some of the more negative consequences of the pandemic.
Civil wars are a greater source of violence than any other type of conflict, yet little is known about one of the key determinants of civil war peace settlement success: civilian support. We evaluate how a core component of nearly all peace settlements, leader endorsements, affects public support. We predict that individuals in conflict settings will view settlements endorsed by outgroup leaders as less trustworthy and that they will become less supportive. We conduct an endorsement experiment with nearly 1,000 respondents in South Sudan in 2016, taking advantage of a brief cessation in a devastating civil war. Public support for a tentative settlement drops precipitously when it is endorsed by an outgroup leader but does not increase when it is endorsed by an ingroup leader. We find suggestive evidence that effects are strongest for individuals with the greatest reason to fear outgroup leaders: those whose communities were targeted most violently by that outgroup.
