The application of modern technologies into on-site construction safety management has been proved that be successful. BIM technology which has been studied and developed for adopting widely in the construction industry is promised to bring significant improvements in construction safety management. The article reviewed the application of BIM in the management of construction safety, detailed for each safety work activity. Suggestions for selecting BIM tools in the management of construction safety are also listed. Lastly, the article poses some obstacles while applying BIM to construction safety management in Vietnam.
PPP investments have been in practice in Vietnam for more than 20 years, yet, many shortcomings and constraints have been revealed. This paper analyzes applicable legal regulations on Public-private partnership contracts of investment in Vietnam, and demonstrates barriers encountered by parties, particularly private sector, including discrepancies and non-coherence among legal documents resulting in losses, wastes of resources; absence of standard agreements/ contracts making negotiations and contract signing hard to conclude; insufficient clarity in provisions about concessioning, and responsibilities, among others. The analysis, hence, suggests how to deal with the situation by amendments, supplements to provisions on the agreements between public and private partners.
Vietnam is in the process of economic transformation which involves lots of requirements for road transport infrastructure development to create a driving force for socio-economic growth and to meet the needs of industrialization and modernization. To have synchronous and sustainable process of developing road infrastructure, maintenance should be paid attention to make the most of the capacity of the existing. Understanding the importance of this work, since 2013, Vietnam Government has issued a relatively sufficient series of policies on road repair and maintenance management. However, there are still shortcomings in road maintenance administration (i.e., discrepancies among legal regulations, challenges in maintenance planning, ineffective selection of contractors, insufficient financing, improper spending, limited introduction of science and technologies), which can hardly be resolved all together at once. The article has studied about the administration and use of the Maintenance Fund and mobilization capital in several countries around the world, at the same time analyzes the status quos of maintenance administration in Viet Nam in the following aspects: management strategies; planning and implementation; policies and regulations on maintenance administration; road quality management; management of maintenance fund, and application of science and technology. Along with the questionnaire in a 3-step approach and SPSS software, the authors have built four groups of influential factors to the road maintenance administration, as well as assessed the level of influence and rationality of each factor. The study then has suggested emergent and practical solutions for more efficient road maintenance management towards sustainable operation of road transport infrastructure.
Planning of road transport development in Vietnam vision to 2030 has emphasized the role of maintenance work in order to make the most of existing transport infrastructure capacity to ensure efficiency and sustainability in exploitation. The Government has also implemented numerous policies to mobilize investment capital for road maintenance and recorded some achievements (in the 2013-2018 period, the average capital allocated for national highway maintenance was VND 6,778.644 billion/year, many times higher than the period from 2009-2012 which was VND 2,615.13 billion/year). However, granted capital for annual maintenance has not met the demand. One of the reasons is that the capital mobilization planning is still limited, particularly the planning medium and long-term maintenance has many shortcomings, not close to reality. Based on the analysis of existing capital and capital needs as well as the survey results, with the aid of SPSS software, the author has proposed solutions to complete capital mobilization planning, aims at increasing revenue for road maintenance, through improving capacity for medium and long-term maintenance planning.
