The paper analyses Chinese energy cooperation within the 17+1 Cooperation Framework. In order to present the broader political context of this collaboration, special attention is given to Chinese energy interests and EU energy policy. Since the existing databases about Chinese energy projects in 17+1 were incomplete, the authors created a new dedicated database. The authors address key questions about the principal projects involved such as: what are the countries and energy subsectors in which China invests the most; what are the main obstacles in existing energy cooperation; does this kind of energy cooperation have a positive impact on the development of 17+1 members and is China successful in fulfilling its geo-economic strategy in 17+1 in regards to its overall energy policy. The authors find that China is primarily interested in building coalfired power plants, but results remain below expectations, with performance affected by a combination of EU opposition, project costs, and internal political issues in the 17+1 countries. The nuclear energy subsector is where Chinese enterprises have experienced some of their greatest failures, while the hydro energy subsector still has potential for future development. In addition, China is strongly investing in green energy and slowly but surely achieving its energy policy goals as part of its broader geo-economic strategy. The authors conclude that the overall effects of cooperation in the energy field are promising, but there is still space for further improvement.
S obzirom na kompleksnu istorijsku, političku i bezbednosnu prirodu Zapadnog Balkana, u radu je fokus na ispitivanju transformacije ovog regiona duž spektra konfliktna formacija-bezbednosna zajednica. Kako EU predstavlja ključnog eksternog drajvera ovih transformacijskih putanja, dodatno će biti analizirana i njena uloga u ovim procesima. Stoga glavna hipoteza kojom je rukovođena analiza u ovom radu glasi: Zapadni Balkan se transformisao iz konfliktne formacije u bezbednosni režim, a uloga EU bila je ključna u tom procesu. Shodno analitičkom instrumentarijumu korišćenom prilikom istraživanja, teorijski okvir čini teorija regionalnog bezbednosnog kompleksa i njoj pripadajući pojmovi. Dok je teorijski cilj ovog rada usmeren ka doprinosu raspravi o regionalnoj bezbednosti i rasvetljavanju ključnih analitičkih alata za njeno tematizovanje, praktični cilj ogleda se u mapiranju svih onih značajnih formata saradnje između zapadnobalkanskih država i zajedničkih pretnji koje ga istovremeno dele od konfliktne formacije i svrstavaju u bezbednosni režim. Ključne metode istraživanja oličene su u vidu pregleda literature, analize sadržaja relevantnog korpusa istraživačke građe, kao i metode scenarija. This article advocates the thesis that the People?s Republic of China, in accordance with a strong geopolitical strategy, is using geo-economics tools in the context of reshaping global powers? influence in diverse parts of the world. One of these spatial dimensions of Chinese emerging domination refers to the Western Balkans, primarily through the economic presence of China in this region. To address this issue first will be considered concepts of geopolitics and geo-economics, followed by highlighting China?s presence in the Western Balkans region and flourishing infrastructure projects in the domain of transport and energy. The research is conducted by relying on the existing databases on China?s economic involvement in different economy sectors worldwide, mainly from China Global Investment Tracker (CGIT) and AidData?s Global Chinese Official Finance Dataset for the WB countries in the period 2013-2018. Special attention is given to China?s benefits in terms of realizing those projects, even though the Western Balkans countries? market is not attractive per se. Finally, some concluding remarks have been made in terms of the potentials of China?s strategy to reconsider political and security dynamics in the Western Balkans. U radu se analizira značaj razvoja energetske infrastrukture za koncept energetske bezbednosti, način na koji potreba za njenom zaštitom i jačanjem stoji u osnovi energetske bezbednosne dileme i efekti takve dileme. Centralna hipoteza proveravana u radu odnosi se na pozitivne ishode energetske bezbednosne dileme, odnosno, pretpostavku prema kojoj ona, za razliku od klasične bezbednosne dileme, podstiče države na saradnju umesto na uzdržavanje od takvog činjenja. Stoga se u fokusu ovog istraživačkog zahvata nalazi analiza energetskih aranžmana triju država-Bugarske, Grčke i Jugoslavije-preduzetih radi jačanja sopstvene energetske bezbednosti, posmatrano od kraja 19. do kraja 20. veka, sa posebnim akcentom na hladnoratovski period. Primena uporedno-istorijskog pristupa podrazumeva stavljanje predmeta istraživanja u istorijsko-politički kontekst zato što su tri države više puta menjale granice i status, te su autori dotakli ključne političke i ekonomske procese koji su o(ne)mogućili određene energetske aranžmane analiziranih država. Autori zaključuju na analiziranoj studiji slučaja Bugarske, Grčke i Jugoslavije da energetska infrastruktura, kao i potreba za njenom zaštitom i jačanjem, može da doprinese povezivanju država, fizički i institucionalno, uprkos njihovom oprečnom političkom svrstavanju tokom Hladnog rata.
