Próximo a cumplir los 200 años de historia republicana, conviene recordar algunos sucesos de las disputas por la independencia entre patriotas-peruanos y realistas-españoles. El artículo pretende, entonces, describir el proceso de independencia iniciado en 1809 y consolidado en Ayacucho de 1824 bajo la relación militar, política y económica entre Puno y el Alto Perú. Conforme a un enfoque cualitativo-historiográfico de análisis documental se rastreó las fuentes primarias en el Archivo Regional de Puno (ARP) y el Archivo General de la Nación Argentina (AGNA), complementado con las fuentes secundarias. Los resultados develaron que, formadas las juntas de gobierno en Chuquisaca y La Paz ante la crisis de la monarquía española, el gobierno virreinal del Perú organizó una expedición militar al mando de José Manuel de Goyeneche, quien, con el apoyo de los caciques de Cusco y Azángaro ocupó el Alto Perú derrotando a las fuerzas revolucionarias, antes que el contingente militar enviado desde Buenos Aires arribara a su destino. En conclusión, aquellos sucesos demandaron gran cantidad de reclutas indígenas para el ejército realista, que ocasionó las migraciones y el descenso demográfico de la población puneña, anfitriona de múltiples batallas por la autonomía y la libertad.
un proceso de guerra civil iniciado en la primera década del siglo XIX, afianzado con la rebelión del Cusco de 1814 e influido por la invasión napoleónica a España que finalizó en Ayacucho de 1824. Durante ese trayecto, la Intendencia del altiplano puneño fue el último reducto realista del virreinato del Perú y fue escenario de batallas importantes como Umachiri (1815) y Zepita (1823). El estudio tuvo como objetivo analizar la situación sociopolítico-económico del altiplano durante el proceso de Independencia. Empleándose el análisis documental y las guías de investigación, la información se organizó diacrónicamente según las unidades de estudio. Por tanto, los resultados develaron en el aspecto social que, la revolución del Cusco y las expediciones argentinas al Alto Perú, demandaron gran contingente de milicias indígenas para el ejército realista, ocasionando el descenso demográfico de la población puneña. En el aspecto económico, el aporte cambiario obligatorio de indígenas fue fundamental para sostener al ejército realista que causó una crisis generalizada. Mientras a nivel político, Puno, siendo una zona estratégica y último baluarte realista, fomentó la presencia de las principales autoridades realistas/patriotas en una guerra por la hegemonía y la libertad.

Es alentador que una entidad pública como la Municipalidad Provincial de San Román promueva la publicación y difusión cultural; más aún en una coyuntura de emergencia sanitaria producto del COVID-19. El libro Manuel Núñez Butrón, pionero de la atención primaria de salud en el Mundo, de la Serie Rikch’ariy (despierta), número 1, constituye un hito fundamental para: a) comprender las primeras experiencias sanitarias y culturales emprendidas por el médico puneño Manuel Núñez y sus seguidores; b) entender la incidencia de la medicina preventiva, y c) contrastar la medicina científica y la medicina alternativa o tradicional. El resultado fue un movimiento cultural, sanitario, educativo y literario denominado Rikcharismo en el altiplano puneño.
