The article presents the possibilities of a pre-network modeling methods to solve urban transport problems. The results of a series of calculations using pre-network modeling of zone-zone matrices and passenger flows on the public transport network on the example of Perm are presented. The analysis of the modelling results shows that the use of this approach makes it possible to calculate the general parameters of the transport system. The use of a pre-network models provides a basis for evaluating the composition of public transport modes and the most demanded directions.
