This paper research entitled “Payment Issue in Malaysian Construction Industry by Contractor” intends to investigate the causes of late and non-payment in the Malaysian construction industry. Payment problems are old age issues that permeate the Malaysian construction industry. So often, contractors and parties in the construction industry complain either not getting paid or payments have been unduly delayed by the employer. A preliminary study was undertaken of 100 samples of contractors. The findings of the research shows that the potential major causes of late and non-payment are local attitude, delay in certification by consultant and paymaster's poor financial management. Based on the factor analysis findings, there are three factors that should be taken care which are under factor management and documentation, communication and contract, and culture and attitude. Findings of this study may assist the government and relevant parties in addressing problems associated to late and non-payment in an effective and timely manner to create a win-win situation for all parties in the Malaysian construction industry. The findings will be used as a platform in establishing the payment scenario in Malaysian construction industry prior to Construction Industry Payment Adjudication Act (CIPAA).
This research paper intends to investigate the issues of payment procurement process for Industrialised Building System (IBS) Project. There are many differences of payment procurement process between conventional and IBS project. The IBS project requires upfront payment as compared with conventional project. Up to this moment, there is no single solution to this issue. Very often, the IBS contractor faces financial difficulty leading to the bankruptcy and delaying in the project completion. Thus, a preliminary study was undertaken with 21 samples of respondents that have a variety of background occupational. The findings from the study revealed that the issue of payment for IBS contractors comprises of five (5) main factors which are high initial cost, difficulty in securing timely and adequate financing, lack of integration at design stage, difficulty to get loans from financial institution and increment of material prices. Findings from this study may help the decision makers including the government or Construction Industry Development Board (CIDB) to formulate a new procurement process especially for the IBS contractor. The findings will be used for the financial model framework for the IBS contractor in the future.
This paper presents an analysis of mould growth causes that be found in an indoor library environment. The visual inspection had been conducted to identify visible mould in the indoor library environment. Three higher education institution libraries in Malaysia were selected as a case study. The identified mould species on the site were analysed using mould growth germination factors and possible causes that related to the growth. The result confirmed mould species such as Aspergillus, Penicillium, Stachybotrys's identified as a common mould growth found in the three library buildings. The analysis of mould growth causes is important for this study as is to confirm the relationship with the mould found in this building which may result in adverse health impact, environment, material and archive in the library. The result also can become guidelines and best practices for library management regarding good indoor environmental quality.
