Cabo Verde: democracia, cultura política e esfera pública* Cape Verde: democracy, political culture and the public sphere Resumo O artigo procura contribuir para se compreender e descrever aquilo que, no meu entender, constitui a nova abordagem da discussão acerca da cultura política e da esfera pública em Cabo Verde. A pobreza, o desemprego, a justiça social e a segurança, entre outros assuntos, têm sido alvos de atenção por parte da sociedade civil cabo-verdiana, sobretudo a partir da década de noventa, com o advento da democracia. O que me incita a pensar sobre novas tendências no que se refere à cultura política dos cabo-verdianos, particularmente na afirmação e configuração de uma esfera pública que prima pela prática do debate e respeito pela opinião pública, capaz de influenciar as acções do sistema político. O ano de 2015 tem sido marcado por debates de repercussão nacional e internacional, como é o caso mediático do Estatuto de Titulares de Cargos Políticos(ETCP). Este acontecimento, ao que tudo indica, possibilita uma nova configuração da esfera pública cabo-verdiana, corroborada numa cultura política participativa, de modo que sirva, não apenas para os períodos eleitorais, mas igualmente como instrumento para a consolidação do sistema político. Abstract The article aims to understand and describe what, in my view, is the new approach of the discussion about the political culture and the public sphere in Cape Verde. Poverty, unemployment, social justice and security, among other issues, have been targets of attention by the Cape Verdean civil society, especially from the early 1990s with the advent of democracy. What encourages me to think about new trends concerning to political culture of Cape Verdeans, particularly on the statement and configuration of a public sphere for the practice of debate and respect for public opinion, able to influence the actions of the political system. The year 2015 has been marked by debates of national and international repercussion, such as newsworthy the Status of Holders of Political Office (ETCP). This event, through all indications, enables a new reconfiguration of Cape Verdean public sphere, supported a participatory politicalculture, which serves not only to election periods, but also as an instrument for the consolidation of the political system.
The West African region has immeasurable natural resources and a market of more than 300 million consumers, contributing directly to the dynamics of the global economy. This article aims to identify the importance of this region in the development of Cape Verde, an economically dependent country that has given primacy to its foreign policy to bet on political and economic diplomacy. This investigation was a literature review, complemented through an interpretative analysis, in which the results obtained may allow to consider that the archipelago of Cape Verde needs to delineate a new paradigm of regional integration, vying for the West African geo-economics’ space and using as a platform to provide services to other ECOWAS countries, so that the gains may also revert to the strengthening of cooperation with the African continent.Keywords: Cape Verde; West Africa; ECOWAS; Regional Integration; Development.
El artículo busca comprender los desafíos del desarrollo que se imponen a Cabo Verde, pasados los treinta y ocho años de la firma del Tratado Constitutivo para su integración en la Comunidad Económica de los Estados de África Occidental (CEDEAO). El raciocinio céntrico de la estrategia de Cabo Verde después de la independencia pasó por una apuesta activa en las relaciones internacionales, esencialmente en la movilización de la ayuda pública para el desarrollo. Esta movilización basada en la aceptación de las obligaciones internacionales y de los principios de la reciprocidad diplomática, expresamente con Europa, los Estados Unidos de América y China. Procedemos a una investigación exploratoria que es complementada por un análisis interpretativa, de modo a responder a las cuestiones clave de esta investigación. Como recomendación geoestratégica, creemos que en un contexto sacudido por la crisis financiera internacional que ha afectado directa o indirectamente los compañeros estratégicos de Cabo Verde. Sería ventajoso que el archipiélago (re)centralizase su geopolítica de integración en África, particularmente en el ámbito de la Comunidad Económica de los Estados de África Occidental, aprovechando el continente como nueva frontera de desarrollo.
RESUMOO artigo procura analisar a coerência entre a retórica político-filosófica e a praxis jurídica, tendo como locus de análise os direitos humanos em Cabo Verde. Numa perspectiva histórica, a afirmação dos direitos humanos aconteceu de forma paulatina num processo de sucessivas lutas e revindicações que culminaram em 1948 com a Declaração Universal dos Direitos Humanos. A Declaração é protegida pelo ordenamento jurídico de diferentes Estados e é um dos temas mais debatidos a nível mundial. O caso de Cabo Verde não constitui excepção a este fenómeno, apesar de ser um Estado modelo em África em matéria de direitos humanos. Porém, existem preocupações no que se refere às denúncias de violações constantes como sejam: a morosidade da justiça, as condições precárias das instalações prisionais, os abusos por parte de agentes policiais, a hostilidade contras as mulheres e os abusos contra as crianças. Deste modo, procuramos compreender esta problemática à luz da filosofia política contemporânea, analisando para o efeito um conjunto de perspectivas que configuram a retórica político-filosófica e a práxis jurídica.Palavras-chave: Democracia; Direitos Humanos; Retórica Político-filosófica; Praxis Jurídica. UNDERSTANDING HUMAN RIGHTS IN CAPE VERDE:Political-philosophical rhetoric to legal praxis ABSTRACT The article seeks to analyses the coherence between the political-philosophical rhetoric and legal praxis, with the locus of human rights analysis in Cape Verde. In a historical perspective, the affirmation of human rights happened so gradual a process of successive fights and claims that culminated in 1948 with the Universal Declaration of Human Rights. The statement is protected by the legislation of different States and is one of the most discussed themes worldwide. The case of Cape Verde is no exception to this phenomenon, despite being a model State in Africa in the field of human rights. However, there are concerns with regard to complaints of violations listed in such as: the slowness of Justice, the precarious conditions of the prison facilities, abuses by police officers, the hostility against the women and abuses against children. In this way, we seek to understand this issue in the light of contemporary political Philosophy, analyzing a set of perspectives that constitute the political-philosophical rhetoric and legal praxis.
