The article focuses on such a research area as human resources of the state. And their integrated assessment. The results obtained by type of economic activity are quite high, which is fully consistent with the dynamics of actual and future indicators. According to the Strategy of the state personnel policy, their content consists in: defining the tasks of the national personnel management system; development and implementation of a human development monitoring system; increasing labor productivity; calculation of efficiency and return on investment in human development; improving the national system of professional training taking into account the real needs of staff in the field of public administration, social and humanitarian sphere, key sectors of the economy, industry and agro-industrial complex. The procedure for analyzing human resources should begin with the choice of indicators. The final stage of the integrated long-term assessment of human resources is to determine the appropriate integrated indicator as a project component. The trends of each of the selected indicators for the calculation of the integrated indicator of human resources are constructed in the researched. Below are the equations of trends for the indicator "personnel costs of economic entities by type of economic activity", characterize, respectively, industry and construction and are presented in the form of exponential and linear relationships. This choice of trend equations is due to the dynamics of actual indicators.
The article focuses on such a direction of research as property management of territorial communities. The approach to the management of communal property strengthens the capacity of the territorial community, allows to make the work of local governments more predictable, aimed not only at ensuring social stability, but also at sustainable and balanced development. This contributes to increasing the investment attractiveness of the local community, improving the climate for the creation and development of high quality public services and business in the area. The problems of providing financial resources to the needs of territorial communities, which always attract the attention of politicians, scientists, practitioners and the public, are considered. After all, there are many contradictions in the legal field, characterized by insufficient interaction of local governments with civil society institutions, there is a high level of subsidies for local budgets and so on. The availability of sufficient resources in local budgets is a guarantee that the local community has the opportunity to provide better and more diverse services to residents, implement social and infrastructure projects, create conditions for business development, attract investment capital, develop local development programs and finance other activities to improve living conditions of community residents. Therefore, based on the above, it is possible to state the fact that territorial communities need to implement a system of effective property management. This system can be implemented in various documents, or included in the section of the Territorial Community Development Strategy, or approved as a separate Property Management Program. It was found that one of the important documents for determining the prospects of economic development and attracting potential investors (grantors) to the community is the investment passport of the local community. An investment passport is a comprehensive information marketing document designed for potential investors, which provides a brief description of the area with detailed information about the resources available in the community. The proposed approaches will provide an objective assessment of the state of asset management in the community and develop a realistic program for its further implementation in partner communities.
There is a dearth of research in literature examining how people are managed in higher education institu-tions in Ukraine. This paper explores how universities manage their traditional personnel management system. The problems of formation of HR policy of the institution of higher education (HEI) in the context of its main direc-tions are investigated. In the conditions of critical lack of financial resources, the organizational bases to in-crease the efficiency of application of HRM system in HEI are considered. Our findings reveal some steps to help HEI in their long way to establish a modern HRM system. The basic perspective research directions which will allow implementing modern concepts of HRM in the academic environ-ment are proposed. Among them are rejection of the paradigm student - graduate student - teacher within one HEI and assessment of scientific and pedagogical staff through 3 blocks: effectiveness; competence; potential for teacher development. The need and implications for future research are identified. The most perspective is the role of the positive OCB (Organisational Citizenship Behaviour) as a wide range of individual actions that go beyond assigned tasks because it is associated with constructive work that employees do of their own choice and benefits the company. As an effective motivational tool could be used the perception of the impact of different types of re-search and learning support by different categories of participants in the educational and scientific environment. It is also recommended to pay special attention to the creation of a high level of employee loyalty. The insights from this study would be of value to the management of universities.
