Under the condition of tough competition, lack of proper support for tourist industry at the state level, and necessity for development and bringing this sector to a new level, which consists in capability for offering a consumer a high-quality and competitive product, the necessity for search for effective solutions is obvious. One of the perspective and effective means for solving the problems of tourist sphere at present is formation and development of tourist clusters. The article studies existing approaches to determination of tourist cluster, analyzes the current state of internal tourism, and views factors which hinder the creation of competitive product and factors which stipulate the increase of effectiveness of functioning of tourist clusters at regional level.
Recently, the sphere of tourism has been paid a lot of attention from state structures and private sector. It is obvious that the increase of competitiveness of existing tourist regions and formation of new ones require the use of cluster approach. Successful realization of this approach requires direct participation of the state. The article views the current state of the tourism sphere in the Russian Federation, studies the topicality of cluster approach and tools of state policy in this issue, and determines the problems in formation and development of tourist cluster.
One on the features which marks a sports teacher activity is that in the educational process he/she solves educational and health-improving issues as well as educational and ethical problems. When solving these problems, one must approach them equally, not allowing one of them to dominate at the expense of the others. However, in the training of soon to be teachers, the main attention is paid to the issues of physical education, the teaching side of the educational process, while forgetting the upbringing side of the educational process. In the process of students mastering their skills and abilities of pedagogical craft, it is necessary to create conditions so that the professional appearance of the sports teacher and his moral and ethical qualities are clearly formed. The article defines the main conditions for increasing the effectiveness of professional and ethical training of students in the process of teaching classes of the pedagogical cycle and during student teaching in schools. Also, using the methods of pedagogical research (pedagogical observations, conversations, student surveys), difficulties in educational work were found, as in the training conducted by students in school.
