Purpose: To develop a more advanced methodology, the application of which will provide an informational and computational and analytical basis for planning and implementing effective preventive measures aimed at minimizing occupational risks with limited resources, as well as in the absence of organizational and technical capabilities to create absolutely safe working conditions Design/methodology/approach: For the study, statistical data were used that obtained from enterprises of the metallurgical industry of Ukraine. Research methods: analysis and generalization of known scientific results, methods of statistical analysis, mathematical modelling, expert assessments and decision theory. Findings: The results of experimental studies have confirmed the possibility of an objective assessment of various options for the OSH management strategy, which allows justifying the allocation of funds for OSH in the required amounts. It is shown that professional risk management strategies are characterized by different efficiency in the use of available financial resources, and the most effective strategy is one that allows you to minimize the level of risk (in comparison with other strategies) with the same amount of funding. Research limitations/implications: The study focuses on enterprises of the metallurgical industry in Ukraine. Practical implications: The application of the developed mathematical models demonstrates the effectiveness of financing certain preventive and protective measures, and stimulates the head to ensure industrial safety. Originality/value: The developed mathematical models allow justifying the allocation of funds for OSH in the required amounts.
Introduction: One of the most important steps in risk assessment is the selection of assessment methods. Traditionally, when developing measures to reduce the level of occupational morbidity and industrial injuries, the results of an analysis of the causes, types of events and other factors that led to accidents are used. But such an approach does not meet modern requirements. For an adequate assessment of occupational risks, it is necessary to have objective data from different time periods: the onset of traumatic events in the past, the current state of threats to life and health of people, and the future state of threats in industrial sectors. Methods: Mathematical modeling remains the main means of scientific support for occupational risk management. The Elmeri system was chosen for occupational risk assessment in this study, which can be easily and quickly used in any industry and in enterprises of all sizes. A critical analysis of various approaches to managing occupational risks in enterprises was applied to identify the strengths and weaknesses of these approaches. The method of generalizing the most effective approaches to occupational risk management was applied to develop the algorithm of occupational risk management decisions in industrial sectors in case of uncertainty. Results: An occupational risk management algorithm has been developed to substantiate management decisions on planning measures to reduce risk, the implementation of which ensures the effectiveness of measures aimed at reducing risk. Research has shown that if the decision-making situation is characterized by conditions of uncertainty (it is impossible to obtain mathematical models of acceptable accuracy), the assessment of the predictive values of occupational risk is carried out exclusively by an expert. Thus, the occupational risk indicator used at the final stage of planning activities determines the degree of achievement of the result of solving the task. Conclusion: It has been established that in conditions of uncertainty (lack of necessary data or available data are incomplete or unreliable), experts involved in solving the problem of risk management use their own knowledge and experience in solving similar problems. As a promising direction for further research, it should be noted the development of a methodology for a comprehensive assessment of the effectiveness of operational management decisions for planning and implementing measures to reduce risks
The article presents the results of the analysis of the current state of information support of the labor protection management system in the aspect of transition to the introduction of risk-oriented approach. It is noted that the system of labor protection management, which was formed in accordance with the command-administrative principles of the planned economy, in today's conditions was not effective enough, so it needs to improve its information support. One of the shortcomings of the existing information support of labor protection management can be considered unresolved issues of integration of various information systems (IS) in the field of labor protection, designed to solve management problems, which does not allow to form generalized information bases, to conduct analytical data processing. Assessment of occupational risks requires systematic monitoring of enterprise performance indicators, provides for forecasting the dynamics of changes in these indicators, as well as taking into account other factors that potentially affect occupational risks. To automate the process of collecting and analyzing initial data, modeling and calculating the forecast of occupational risk, it is proposed to create a specialized monitoring information system. Given the need for significant financial costs for the implementation of this project, other approaches to improving information support are the gradual creation of separate subsystems of the monitoring system. The main directions of improvement of information support of occupational risk management are formed, in particular modernization of information systems at the state level and enterprise level is offered. The statistics accumulated during the operation of these systems can be used as initial data for occupational risk assessment and further development of sound preventive measures.
Creating healthy and safe working conditions is the main task of the employer when performing high-risk work. Practice shows that the cause of accidents during the repair and maintenance of equipment are uncoordinated and erroneous actions of staff, resulting in incorrect supply of hazardous energy to the installation where people work. In order to prevent injuries at metallurgical enterprises there is a need to revise and modernize the existing approach to control the supply of hazardous energy during repairs, improve the current labeling system of access to repairs of technological equipment based on the experience of advanced world technologies. Audit). The BMP system is used to perform maintenance and repair of equipment, as well as any other cases where personnel need to enter the danger zone, and includes not only the actual process of blocking and marking, but also all other activities: documentation, organization of storage and issuance of BMP devices, training and testing of personnel knowledge According to the analysis, the current tag system at the metallurgical enterprises of Ukraine is inferior in efficiency to the BMP system, which allows you to almost completely eliminate the risks associated with the human factor in the repair and maintenance of equipment. The foreign experience of using hazardous energy blocking and labeling systems and the existing legal framework on this issue in Ukraine are analyzed. According to the results of research, the basic principles of using the BMP system at the enterprises of the metallurgical industry are established. The sequence of BMP procedure implementation is offered. The information on the basis of which the BMP map is formed is considered in detail. An important stage in the formation of this map is the assessment of industrial risks of exposure to hazardous energies in the process of repair and maintenance of equipment. The direction of further research on the implementation of the BMP system and the legalization of the BMP standard at the state level is substantiated.
