Open innovations combine the interaction of the authorities and the population in regions of Russia. Social and political interaction of Russian network users demonstrates new open forms of political participation, mobilization practices (initiative appeals, petitions), the use of expert systems data, and remote access technologies. The increasing number of initiatives and the growth of online communities involved in the discussion and adjustment of the results of innovation activities require the use of a big data format. The demand for open innovation based on the principles of transparency of social and political interactions is being updated during COVID-19. This study aims to assess the effectiveness of open innovations in social and political interactions during COVID-19. The innovative practices of communication between the population and authorities were studied using DataMining tools based on digital platforms: “Russian Public Initiative”, “Change.org” and “GoogleTrends”. Users’ social graphs represent the visualization in terms of thematic and territorial groupings. The results obtained allow for a conclusion about the dependence of the regional innovation activities on the openness of their communications and their location relative to authoritative and other types of resources. The physical location of the region (center–border region–periphery) and dependence on implementation at the federal, regional or municipal levels are circumstances influencing the effectiveness of social and political innovations.
Living space is integration of population's spiritual forces, value-based attitude to the place of residence. It is continuous, filled with the population's experience of their identity. Living space of the city is differentiated by sociocultural dissimilarities of inhabitants, by meanings of symbolic appropriation of the territory. The government considers the city in projections of resources. Citizens view their city as a "place" for comfortable living. All meanings are symbolically formed, they define a visual image of the city's space. Authors present the results of a comparative analysis of social and living space from the standpoint of resources distribution, vital energy, management and maintenance of life support system, which is designed to meet the needs of different categories of citizens in projections of the sphere of everyday life, culture, and professional activity. Socio-cultural environment reproduces differences, which requires a system of life support to differentiate services, to adapt to the needs of residents. City's socio-cultural space is a symbolic territory where subsystems of traditional and professional types of life support combine the personnel potential and experience of selfsufficiency culture. Averaging of professional life support system technologies cannot meet the needs of unique (ethnic, age, subcultural) groups of citizens. Contradictions between environment potential, human resources and services of the system designed for an average consumer are usually solved through converging of the two types of systems on the positions of human-centricity. Smart city with a functioning life support system is a city for people's life, focused on resource-saving technologies (smart and human). The concept of resource saving means a sustainable attitude to intellectual, vital resources, as well as resources for population reproduction, which (developing from traditional practices) turn into professional care for the needs of citizens in professional demand, leisure, and consumer products. Modern social interactions of urban "non-formals", street culture, new types of home leisure, ecological, political, religious forms of leisure activity require sociological understanding. It is relevant to develop technologies for servicing such needs by life support system. Satisfaction with leisure, full and high-quality completeness of free time is an indicator of social well-being of people in living space.
Introduction. Russia’s National Projects focus on integrated interagency interactions between state and public participants. They accumulate various areas of social and political development of the territory. Mainstreaming the participation of the population in achieving the goals set consolidates and adjusts the vectors of change set by the National Projects. The purpose of the paper is to present a comprehensive analysis of the participation of the population in the implementation of the National Projects in a region on the basis of the study conducted, taking into account the characteristic features of the territory and the relevant forms of participation of local communities in accomplishing the stated tasks. Materials and Methods. The results of the “Kuzbass-Politics” monitoring initiative studies conducted in 2006 and 2018 were used as the materials for the analysis of this topic as well as the data of sociological surveys and reports on the implementation of the National Projects in Russia in 2019. To substantiate the implementation of the National Projects in the region, the method of systemic, structural and functional analysis was used. Results. The participation of the population in the implementation of the National Projects in a region has been analyzed using the example of the Kemerovo Region. The authors have studied the existing experience of implementation of the National Projects in 2005–2007 and compared it with that of the current stage (2019–2024). The materials of the secondary analysis have shown that the content of the new National Projects is in line with the needs of the population in matters of improving their living arrangements; however, many people are distanced from the National Projects, which is expressed in the lack of awareness and limited participation. The authors point out that the implementation of the National Projects in a region can be carried out in a consolidated manner or have multidirectional vectors of application of the activity and resource potentials of the population. Discussion and Conclusion. The interaction between the authorities and the population is a dialogue in which the interests of the parties are reconciled in order to achieve a common goal. The lack of taking into account the active role of the population in the implementation of socially significant results affects the quality of the development and the conditions for the implementation of the National Projects. The results of the study can contribute to the development of regional programs and activities aimed at increasing people’s participation in the implementation of the National Projects.
In modern societies special attention is paid to the opportunities of civil activity of the population to solve some problems concerning social development of the territory. This is focused on the praxeological significance of this activity: the transfer of different social groups' interests which are involved in the structure of life-like and social space takes place and the estimation of the particular changes is realized. However, the social practice of civil activity demonstrates the contradictory origin of such actions. In addition to the real activity based on the awareness of clear directions and measures of selfcomplicity, the delusive and symbolic actions of the population are realized. The paper is focused on the features of civil activity of the population in the modern Russian society. The paper examines the key sociological approaches to determine the civil activity and the modern forms with taking into account new information and communication technologies.
