Purpose The purpose of this paper is to analyse the divergence between the tasks and roles of convention bureaux (CB) in North America and Europe. Design/methodology/approach A survey among 55 CB’ managers was conducted. A total of 75% of respondents represented institutions operating in European cities, 25% – in North American ones. This research mainly focused on managers’ opinions about the importance of tasks and roles performed by CB and the degree to which the institutions manage to fulfil them. Therefore, importance-performance analysis was used in the study. Findings CB in North America and Europe broadly differ as to the characteristics of both groups of institutions. They include their time of operation, number of employees, annual budget and types of events that CB try to attract to the cities that they represent. There are no such differences when it comes to the importance and performance of institutions’ tasks and roles. The way in which managers evaluate them is quite similar because the respondents pay the closest attention to the roles of a marketer and an agent of a city played by a convention bureau. Differences lie in the meaning assigned by managers to the particular tasks of surveyed institutions. Originality/value The survey was carried out on a relatively small sample dominated by European institutions. However, the study attempts at investigating the roles and tasks of CB, with only few previous studies on this topic, including the ones comparing CB’ activity in different countries or on different continents. Moreover, proposed recommendations might be useful for a large group of managers and do not have to be limited only to institutions from Europe and North America.
The stakeholders’ cooperation in region (micro level) is recognized the basic source of cities’ competitive advantage in the meetings market. Though the cooperation also occurs between destinations (at the mezzo level), the existing studies rarely present it from this perspective. Cities on the meetings market are represented by specialized organizations, namely convention bureaus (CBs), whose function is to build and develop relations. The article aims to identify the significance of this function in the CBs operation, in face of progressive competitive processes. To achieve the research goal, an internet survey was conducted, addressed to the managers of the convention bureaus. The obtained data has been analyzed applying the Importance-Performance Analysis (IPA) method. The results of the study indicate a low priority for cooperation with other convention bureaus.

Przyjęto, że convention bureau wpływa na konkurencyjność miasta, oddziałując na kształtowanie się kosztów transakcyjnych na rynku spotkań, a tym samym na wykorzystanie lokalnych zasobów. Z kolei celem pracy była identyfikacja zakresów działalności convention bureau w największym stopniu przyczyniających się do ograniczania kosztów transakcyjnych w branży spotkań. Wieloetapowe badanie empiryczne dotyczyło ról oraz zadań zagranicznych i polskich convention bureaux. W pierwszej kolejności odwołano się do zagadnienia konkurencyjności miast, różnorodności zasobów niezbędnych do jej kształtowania, a także znaczenia instytucji i kosztów transakcyjnych w tym procesie. W następnych dwóch rozdziałach scharakteryzowano branżę spotkań oraz jej strukturę przedmiotową i podmiotową. W czwartym rozdziale skoncentrowano się na convention bureau – genezie tego podmiotu, jego definicjach, a także podstawowych zakresach działalności. Piąty rozdział stanowi podsumowanie metod badawczych zastosowanych podczas badań. W kolejnych dwóch rozdziałach zaprezentowano wyniki empirycznej weryfikacji założeń teoretycznych. Wreszcie zebrano wnioski wynikające ze studiów literaturowych i analiz empirycznych oraz przedstawiono rekomendacje praktyczne. Stwierdzono, że convention bureau może oddziaływać na konkurencyjność miasta na wiele sposobów – przede wszystkim jednak odgrywając rolę agenta, ponieważ w tym przypadku powinno w największym stopniu ograniczać koszty transakcyjne powstające w relacjach między organizatorem spotkania, lokalną branżą spotkań i samorządem. Równocześnie wpływa na wykorzystanie miejscowych zasobów oraz wzmacnia potencjał miasta w bezpośredniej rywalizacji na arenie międzynarodowej.
