This article systematically investigates both regional and issue-specific variation in external perceptions of the European Union (EU) as a global power and an international leader. While most studies on EU external perceptions focus on a one-dimensional vision of EU leadership and/or great-powerness, it is argued here that these perceptions are highly issue-specific, multilayered and differentiating. This study draws on data collected through elite interviews in three regions: the Pacific, Southeast Asia and Africa. The findings make a contribution to the debate on the perception of third states on the international role of the EU.
Migrants' social relations are reconfigured in terms of how the localised and distanciated are recombined in context of how individuals are embedded in the enfolded mobilities of increasingly mobile social networks. The paper is organized around three main propositions. First, that social relations are structured across three main and intersecting domains -family, workplace and community. Second, that social relations and networks are shaped by, and shape, the relational nature of places. Third, that the relational nature of places, and the reconfiguration of localised and distanciated relationships should be analysed across the entire migration cycle. These ideas are explored through a study of the Big OE from New Zealand to the UK, based on in-depth interviews with returned migrants.
The EU has consistently struggled to forge a foreign policy narrative which promotes internal cohesion and supports the EU's efforts to exert international influence. The 2016 EU Global Strategy is the latest iteration of collective efforts to tie strategy and purpose to the EU's coherent identity in the world. This study compares the EU's strategic partners of peace and security with narratives about the EU held in the EU's strategic partners in Asia. Whilst we find reasonable coherence in the EU's projection of the international system and its role in it, its identity as an actor, and its response to policy issues on the ground, views from Asia largely contest these claims. This article employs a strategic narrative approach to conceptualize and empirically trace how the formation, projection and reception of EU narratives are part of broader circuits of communication through which EU might be recognized, legitimized and achieve influence.
A small but growing literature has started to analyse the European Union (EU) ‘as an effective peacemaker’. We make a contribution to this field by investigating EU mediation effectiveness in the Russia–Ukraine conflict. The focus is on perceptions of effectiveness. Based on information from semi-structured interviews, we compare EU self-images with Ukrainian evaluations of EU mediation efforts. How effective is the EU, including its Member States, deemed to be? What factors are believed to lie behind perceived (in)effectiveness? We concentrate on four such factors, derived from the mediator literature: perceived (im)partiality, coherence and credibility and, finally, evaluations of the EU’s mediation strategies. Both internal and external views singled out EU member states as the most effective actors in current mediation. The role of EU was seen in ambivalent terms by both sides. All the four determinants of mediation effectiveness are discussed in our material, but differ considerably in the degree of attention given to each of them. While (im)partiality is not a factor that is linked to effectiveness in any straightforward way, EU incoherence is associated with inconsistent and weak policies, notably in the Ukraine material.
