Innovative activity has always been a sphere of economic activity with a difficultly predicted ratio of costs to the resulting economic effect. The size of the costs of implementing innovative activities is often determined by many factors and the effective management of these costs determines the economic success of the organization. The volume of expendable resources is one of the most important indicators of the effectiveness of any enterprise, and the expenditure of money on innovative activities is also the basis of economic security of any organization. The effectiveness of cost management is determined by how little resources have been used up and how much effect has been achieved. Uncontrolled spending of resources, and senseless spending on the modernization of the entire range of products can lead to the collapse of even the most successful innovative enterprise. The economic security of any organization associated with innovation is primarily dependent on the effective management of the costs of implementing this innovation.
forMAtIon of MethoDIcAl founDAtIons for AssessInG the InnovAtIve DevelopMent potentIAl of An InDustrIAl enterprIse purpose. Formation of methodological foundations for assessing the innovative development potential of an industrial enterprise. The rationale for the use of a comprehensive system of indicators that will allow conducting assessment of the ability of its innovative development, identifying the risks and threats that affect the innovative activity of the enterprise. Definition of an approach to assessing not only quantitative indicators, but also qualitative ones regarding the innovative development potential of an industrial enterprise. Methodology. In the research process, the following general scientific and applied research methods were used: analysis and synthesis, deduction and induction were used to determine factors of influence on the internal and external environment of an industrial enterprise; systematization and generalization for calculating the generalizing indicator; expert assessments-when de termining factors of influence on the internal and external environment of an industrial enterprise; multidimensional scalingwhen calculating a complex indicator of the potential for innovative development of an industrial enterprise. findings. The methodological foundations for assessing the potential for innovative development of an industrial enterprise have been formed using an integrated approach to assessing its innovative development, which, unlike existing approaches, includ ing assessing the financial condition of an enterprise and evaluating the internal and external factors of innovative activity of a business entity, makes it possible to substantiate a strategy for innovative development of an industrial enterprise. It is proposed to evaluate the innovative potential of enterprises on the basis of two groups of indicators: quantitative and qualitative characteristics of the assessment of the external and internal environment. The first group of indicators for assessing the external environment is represented by the following factors: market parameters, socioeconomic trends in the external environment, competition within the industry, the influence of buyers and suppliers. The second group of indicators for assessing the internal environment is repre sented by the following factors: technical, technological, material, innovative, financial, personnel, information, marketing and organizational. It is proposed to use the multidimensional scaling method to determine a comprehensive indicator for assessing the innovative potential of an industrial enterprise. децентралізації як засіб формування ефективного місцевого самоврядування в Україні. Оглядова стаття. Стаття присвячена висвітленню реформи децентралізації в Україні як засобу формування ефективного місцевого самоврядування. Досліджені основні підходи до розуміння поняття «децентралізація». Проаналізовано законодавчу базу реформи децентралізації. Визначені основні переваги децентралізації та її позитивний вплив на територіальні громади. Представлена умовна структура органів управління об'єднаних територіальних громад(ОТГ). Акцентовано увагу на основних повноваженнях та завданнях виконавчих органів об'єднаних територіальних громад. Зроблений висновок, що основна мета реформи децентралізації створення ефективного інституту місцевого самоврядування, що здатний покращити умови життя населення. The article deals with the coverage of decentralization reform in Ukraine as a means of forming effective local selfgovernment. The basic approaches to understanding the concept of "decentralization" are investigated. The legislative framework for decentralization reform is analyzed. The main advantages of decentralization and its positive impact on territorial communities are identified. The conditional structure of governing bodies of the united territorial communities (OTG) is presented. Emphasis is placed on the main powers and tasks of the executive bodies of the united territorial communities. It is concluded that the main goal of decentralization reform is to create an effective local government institution that is able to improve the living conditions of the population.
The development of industrial production through the transition to higher technological processes and the increase of efficiency of its management is a key task at the present stage of the functioning of the domestic economy. These circumstances give rise to the need to deepen the theoretical and methodological and applied principles of the formation of strategic imperatives for the development of industrial production, which are formed by the society, the state, the subjects of market interactions, and the development of qualitatively new, modern-day achievements, formal and informal institutional changes. All this necessitates a profound theoretical analysis of the essence and tendencies of the mechanism of realization of public-private partnership on the principles of project management, revealing the contradictions of public-private partnership that influence the development of industrial production. The article analyzes the current state of development of industrial production in Ukraine. The role of the state in ensuring the development of industrial production on the principles of functioning of the mechanism of public-private partnership is substantiated. The principles of forming a project management system for the formation and development of public-private partnership, a system of criteria for the formation of a partnership portfolio at the appropriate managerial levels have been identified. The phases of management and processes which are characteristic, in particular for the formation and implementation of concession projects of public-private partnership in Ukraine are determined. The necessity of creating a special project company for the management of projects for the formation and development of publicprivate partnership is pointed out. The algorithm of regulation of the realization of public-private partnership projects in ensuring the development of industrial production is proposed. The results of the study provide the opportunity to apply new practical methods in forming models of partnership between the state and the industrial sector to ensure a competitive economic development. The necessity of developing a complex applied mechanism for measuring the effectiveness of public-private partnership on the basis of project management, which would allow to design and implement measures in the direction of development of industrial production, as well as achievement of tactical and strategic competitive advantages in the world market, is substantiated.
В статті наведено результати аналізу сучасного стану туристичної галузі Одеської області. Ро-зглянуто питому вагу туристів регіону. У 2016 р. серед громадян Одеської області існує великий попитна закордонні подорожі, оскільки люди вирішили витрачати гроші на дорогі та якісні свята в інших кра-їнах. І є абсолютно протилежна ситуація із зацікавленістю іноземців у туристичному напрямку Одесь-кої області, попит на іноземних туристів дуже низький. Що стосується внутрішніх туристів, їх кількістьперебуває на середньому рівні. Проаналізовано тенденції чисельності іноземних та внутрішніх турис-тів у регіоні. З 2000 до 2003 року кількість іноземних туристів в Одеській області збільшилася. У 2003році найбільша кількість іноземних туристів була зареєстрована і склала 1 22860 чоловік. У 2004 роцівідбулося різке зниження внаслідок революції. В роботі розглянуто існуючі негативні тенденції функці-онування туристичної сфери та запропоновано шляхи вирішення проблем розвитку туристичної діяль-ності в Одеському регіоні.
