Background Police in Canada have become main responders to behavioural health concerns in the community—a role that disproportionately harms people who use drugs (PWUD). Recent calls to defund the police emphasize the need to shift responsibility for non-criminal health issues from police to health and social services. This study explores the role of police interactions in responding to PWUD within the broader institutional and structural contexts in which they operate. Methods We conducted a qualitative thematic analysis of interviews with sixteen police officers across nine jurisdictions in British Columbia, Canada. We examined police officers’ everyday policing experiences interacting with PWUD, enforcing drug laws, and working alongside other service sectors. Results Officers explained that the criminal justice system is one component of a wider network of systems that collectively fail to meet the needs of PWUD. They recognized that PWUD who interact with police often experienced intersecting structural vulnerabilities such as poverty, homelessness, and intergenerational trauma. Harmful drug laws in conjunction with inadequate treatment and housing resources contributed to a funnelling of PWUD into interactions with police. They provided several recommendations for reform including specialized health and justice roles, formalized intersectoral collaboration, and poverty reduction. Conclusions Overall, this study provides unique insights into the positioning and role of police officers within a “total systems failure” that negatively impact PWUD. Police have become responders-by-default for issues that are fundamentally related to people’s health conditions and socioeconomic circumstances. Addressing failures across the health, social, and justice systems to meet the needs of PWUD will require an examination of the shortcomings across these systems, as well as substantial funding and system reforms.

Introduction In light of North America's persisting drug toxicity crisis, alternative drug policy approaches such as decriminalization, legalization, regulation, and safer supply have increasingly come to the forefront of drug policy discourse. The views of people who use drugs toward drug policy and drug law reform in the Canadian context are essential, yet largely missing from the conversation. The aim of this study was to capture the opinions, ideas, and attitudes of people who use drugs toward Canadian drug laws and potential future alternatives. Methods This paper was developed as part of the Canadian Drug Laws Project, a cross-jurisdictional qualitative study conducted in British Columbia, Canada between July and September 2020. The qualitative data are from 24 semi-structured interviews with a diverse sample of people who use illegal drugs. Interviews were recorded, transcribed, coded, and analyzed thematically by the research team. Results Two main themes and corresponding sub-themes are presented: (1) The experience of stigma as a consequence of criminalization; (2) The perceived benefits of drug law reform. Participants spoke in-depth about their experiences living within a criminalized drug policy context and offered suggestions for new pathways forward. Their perspectives illuminate how Canada's drug laws may shape public attitudes toward people who use drugs and the consequent manifestations of structural, social, and self-stigma experienced by people who use drugs. Conclusion Participants openly and profoundly believed that current drug laws produced and propagated the public attitudes and structural inequities experienced by people who use drugs in Canada. This matters, not only because our findings highlight the fact that people who use drugs experience stigma in tangible and clearly impactful ways, but it also suggests that the criminlilization of drugs shapes the experience of structural, social, and self stigma. Finally, participants believed that efforts to destigmatize people who use drugs would be ineffectual without the enactment of more robust forms of drug law reform such as the decriminalization of illegal drugs.

Research on police attitudes and opinions about drugs and drug enforcement is particularly relevant amidst current critiques of policing that put their role into question. The aim of this qualitative study is to examine the role of police officers in providing public health and social support to the community and people who use drugs. Semi-structured interviews were conducted with 16 police officers working across British Columbia, Canada. Interviews were analysed thematically. We discuss two main themes: (1) the roles of police officers and (2) role strain among officers. The findings show that officers have multiple roles or wear multiple ‘hats’, including the crime fighter, the helper, the health responder, and the administrator. Collectively, wearing ‘too many hats’ caused role strain as well as tense relations with the community. Findings highlight the importance of establishing clear role definitions and expectations for police, as well as providing resources to address public health and social service needs for the community.

In order to efficiently manage and operate industrial-level production, an increasing number of industrial devices and critical infrastructure (CI) are now connected to the internet, exposed to malicious hackers and cyberterrorists who aim to cause significant damage to institutions and countries. Throughout the various stages of a cyber-attack, Open-source Intelligence (OSINT) tools could gather data from various publicly available platforms, and thus help hackers identify vulnerabilities and develop malware and attack strategies against targeted CI sectors. The purpose of the current study is to explore and identify the types of OSINT data that are useful for malicious individuals intending to conduct cyber-attacks against the CI industry. Applying and searching keyword queries in four open-source surface web platforms (Google, YouTube, Reddit, and Shodan), search results published between 2015 and 2020 were reviewed and qualitatively analyzed to categorize CI information that could be useful to hackers. Over 4000 results were analyzed from the open-source websites, 250 of which were found to provide information related to hacking and/or cybersecurity of CI facilities to malicious actors. Using thematic content analysis, we identified three major types of data malicious attackers could retrieve using OSINT tools: indirect reconnaissance data, proof-of-concept codes, and educational materials. The thematic results from this study reveal an increasing amount of open-source information useful for malicious attackers against industrial devices, as well as the need for programs, training, and policies required to protect and secure industrial systems and CI.
