Many regions around the world are experiencing a gradual paradigm shift away from information technology (IT) use that complements traditional teaching and towards embedded IT use in E‐learning that is ubiquitous and pervasive. This has been conceptualized in this article using a framework depicting the affects of these shifts on learning environments that may change schooling and impact society. These trends provide new challenges for educational researchers at national and international levels, requiring attention to the interrelationships among the various components in an educational system. New evidence, which builds on earlier claims of an increasing digital divide between developing and developed countries, has shown that this phenomenon is much more complex than was previously thought. We suggest that a promising way to maximize the knowledge and impact of researching IT in education is to establish longitudinal programmatic research sustained through the establishment of E‐learning observatories, which can bring together expertise across a range of disciplines. A major challenge in forming a clear and coherent strategy for researching IT in education lies in the fact that there are multiple stakeholders with differing aims, goals and objectives. Therefore, reciprocal relationships are needed in which practice informs research and research informs practice with support and guidance from policymakers.
RESUMENEnfermedades como la diabetes mellitus (DM) y la hipertensión arterial (HTA) generan altos costos y son la causa más frecuente de mortalidad en la región de las Américas. En el caso del Perú, dados los cambios demográficos y epidemiológicos, y particularmente el aumento alarmante del sobrepeso y la obesidad, la carga de estas enfermedades tiene un crecimiento constante que implica la necesidad de asignar cada vez más recursos financieros a los servicios de salud. Los costos de la atención integral de estas enfermedades y sus complicaciones representan una carga económica que debe ser considerada por las instituciones de salud al elaborar su presupuesto. Con ese propósito, la Organización Panamericana de la Salud (OPS) ha apoyado al Ministerio de Salud (MINSA) con la realización de un estudio para la estimación de estos costos. En el presente artículo se describe esquemáticamente la metodología desarrollada para la estimación de los costos directos en la atención integral de la DM e HTA en los servicios de salud del MINSA y gobiernos regionales. The total care costs of these diseases and their complications represent a financial burden that should be considered very carefully by health institutions when they draft their budgets. With this aim, the Pan American Health Organization has assisted the Ministry of Health (MINSA) with a study to estimate these costs. San Miguelito es una comunidad enclavada en el corazón de la capital de la República de Panamá. Nació hace 70 años, cuando sus primero pobladores fueron empujados por las necesidades sociales sin lo más elemental para sobrevivir: sin agua, sin luz, sin viviendas (si pudiera así llamársele) forrada con zinc, cartón o madera desechable. Concentra hoy el 10% de la población de la Republica. Allí todavía llegan los migrantes de todos los rincones de país. Es un mosaico de las diferentes expresiones culturales del país y aun refleja las profundas necesidades de los marginados sociales. De esa desventajosa condición social se aprovechan los demagogos políticos. Concentra un alto porcentaje de delincuencia y prostitución, ausencia de un transporte adecuado, desnutrición, alto desempleo y subempleo. En el presente la voracidad del capital inmobiliario ha usurpado terreno y es notable el contraste entre los sectores de la comunidad desposeídos y los habitantes recién llegados. Los últimos son familias profesionales de ingresos económicos medios a altos. El presente escrito trata de explicar las causas de esta tragedia.
