The aim: Determining the compliance of the developed Public Health Educational Program with the principles and basic provisions of the WHO-ASPHER Competency Framework for Public Health Workforce in the European Region. Materials and methods: The study used bibliographic and information-analytical methods and content analysis. A comparative analysis compliance of the content of the Public Health Master's Educational Program, developed in Bogomolets National Medical University, with the provisions of the WHO-ASPHER Competency Framework for Public Health Workforce in the European Region in terms of providing academic disciplines in the ECTS credits (European credit transfer and accumulation system), has been carried out. Results: Comparative analysis of the components of the University Public Health Master's Educational Program and regulations of the WHO-ASPHER Competency Framework for Public Health Workforce in the European Region has identified a high level of their compliance in all areas of competence formation, including science and practice, health promotion, legislation, policy, ethics, common health and safety in health, leadership and operational mind-set, cooperation and partnership, communication, culture and advocacy, strategic and resource management, professional development, organizational training and adaptability. The competence-based educational program provides future professionals with theoretical knowledge and practical skills for a clear understanding of public health problems, a reasonable choice of methods for solving them, taking into account modern practices; forming partnerships, effective communication and cooperation on a cross-sectoral basis, developing leadership skills, organizing and providing people-centred public health services. Conclusions: Self-assessment of the content of Public Health Master's Educational Program for compliance with European educational standards for the formation of the necessary competencies is an important tool for its quality formation and improvement. A comparative analysis of the university's Public Health Master's Educational Program, with the European Competency Framework for Public Health Workforce, has identified a high level of compliance.
Мета: обґрунтувати цілі, завдання, змістове наповнення освітньо-професійних програм підготовки бакалаврів та магістрів громадського здоров’я. Матеріали і методи. Використано бібліографічний, інформаційно-аналітичний методи та контент-аналізу. Результати. Медико-соціальним дослідженням встановлено недосконалість сучасної системи підготовки фахівців для служби громадського здоров’я, її недостатню відповідність сучасним стратегіям розвитку кадрових ресурсів охорони здоров’я. У результаті аналізу стратегічних та програмних документів глобального, регіонального та національного рівнів, положень Європейської програми ключових компетенцій фахівців громадського здоров’я ASPHER, досвіду підготовки фахівців громадського здоров’я в провідних університетах Європи і світу з урахуванням положень освітніх стандартів та на основі даних власних досліджень, виявлено пріоритетні напрями формування кадрових ресурсів громадського здоров’я, вимоги до теоретичної і практичної підготовки фахівців, обґрунтовано та розроблено освітньо-професійні програми підготовки бакалаврів та магістрів громадського здоров’я. Висновки. Освітньо-професійні програми підготовки бакалаврів та магістрів громадського здоров’я забезпечують засвоєння широкого переліку знань, набуття вмінь та компетентностей для реалізації основних оперативних функцій громадського здоров’я, надання відповідних послуг у рамках міждисциплінарної співпраці та міжгалузевої взаємодії.
The aim. Substantiation of the «health care organization» component of the objective structured practical (clinical) exam of the educational-qualification level of specialist, master's degree in the specialties «Medicine» and «Pediatrics» in the field of knowledge «22 Health care». Materials and methods. Bibliosemantic and analytical research methods were used in the work. The sources of information were: legal acts regulating requirements for the training of health care specialists, educational programs of the educational discipline «social medicine, organization and economics of health care»; strategic documents of the WHO. Results. The content of the objective structured practical (clinical) exam of the students of the educational-qualification level of a specialist, the master's degree in the specialties «Medicine» and «Pediatrics» in the field of knowledge «22 Health care» in the «health care organization» component was substantiated. The rationale is based on the requirements for master of medicine, set out in the Standard of Higher Education in the specialty 222 Medicine for the second (master's) level of higher education, the provisions of the educational-professional programs «Medicine» and «Pediatrics» of the Bogomolets National Medical University, Handbook of qualification characteristics of occupations (issue 78 «Health care»), etc. The task of graduates when passing the station to confirm competencies in the organization of health care is to demonstrate the ability to choose and fill out forms of documents to record the health indicators of the population and the doctor's activity in various situations. These scenarios relate to the selection and filling of accounting documents upon diagnosis of cancer or other malignant neoplasms, active tuberculosis or its recurrence, infectious disease, food poisoning, acute occupational poisoning, unusual reaction to vaccination, ascertainment of the case and causes of death with diagnostic coding according to the International statistical classification of diseases and related health problems, XI revision. The algorithm for performing tasks according to each scenario, the general format of the station, the necessary equipment, and the expendable materials have been determined. Also, a set of instructions for the participants of the certification process and checklists for evaluation have been developed. Conclusions. The substantiation of the «health care organization» component of the objective structured practical (clinical) exam of the students of the educational-qualification level of a specialist, the degree of master's degree in the specialties of «Medicine» and «Pediatrics» will allow assessing the ability to fill out the documents necessary for a doctor for the accounting of health indicators of the population and his/her activities in various situations, to confirm the readiness of graduates to carry out professional activities.
Aim: substantiation of educational content on the impact of stress on health and countermeasures in a public health curriculum. Materials and methods: bibliographic, information and analytical methods and content analysis were used in the work. The study was carried out as part of the research work of the Bogomolets National Medical University on the topic «Medical and social substantiation of the optimization of the healthcare organization in the context of the public healthcare system development» (state registration number 0120U100807). Sources of information included scientific literature on the research topic, strategic and policy documents of WHO and WHO / Europe, including the WHO-ASPHER Competency Framework for the Public Health Workforce in the European Region, the Health 2020: the European policy for health and well-being, the European Action Plan for Strengthening Public Health Capacities and Services, educational standards for the preparation of Masters in Medicine and Public Health, an exemplary curriculum of the discipline «social medicine, public health» for the preparation of Masters of Medicine. Results. A study of scientific sources of literature has shown the growing influence of psychological factors, including stress, on the formation of population health and the need for countermeasures, which requires, among other things, the training of health care professionals able to determine the impact of stresses on public health, assess their prevalence, justify countermeasures. Justification of educational content on these issues was carried out on the basis of an analysis of the provisions of educational standards for the training of masters of health, an exemplary curriculum "social medicine, public health" for training masters of medicine, WHO documents, including the WHO-ASPHER Competency Framework for the Public Health Workforce in the European Region, the Health 2020: the European policy for health and well-being, the European Action Plan for Strengthening Public Health Capacities and Services etc. Learning content includes a statement of the purpose of the lesson on the topic «Stresses and Conflicts, mechanisms of protecting people from stress actions», its rationale, a list of basic concepts, educational target tasks, pre-classroom training issues, basic theoretical questions, typical examples of solving specific situational tasks, a list of recommended literature. The theoretical part of the lesson includes versatile questions of the prevalence of stressful situations in society, their causes, types and signs of stress, the impact of stressful situations on the health of the population, types of conflicts, their consequences, causes of conflicts, phases of their deployment and methods of settlement, measures to protect people from stress, psychoprophylaxis, strategies and measures to counter the negative impact of stress on public health. Conclusions. Training of Masters of Health Care in countering the negative effects of stressful situations on health will contribute to improving the preventive component in health care, reducing the global burden of disease caused by stressful situations, maintaining and strengthening the health of the population.
The relevance of the work is due to the need for constant monitoring of the staffing of the medical industry, especially in modern conditions, complicated by the reform of the healthcare system against the backdrop of a pandemic. Aim. Analyze the dynamics of the staffing of the medical industry in Ukraine in the period from 2012 to 2019 in order to determine the main trends and their reasons, to give suggestions for improving the staffing situation. Material and methods. The material for the study was the official statistical data of the reports of the Center for Medical Statistics of the Ministry of Health of Ukraine "Medical personnel and the network of healthcare institutions of the system of the Ministry of Health of Ukraine" for 2012-2019. Results. As a result of the study, the negative dynamics of the provision of the population of Ukraine with doctors and nurses in recent years, the territorial and professional imbalance in the provision of medical personnel were determined. The persistence of a shortage of personnel in medicine cannot but affect the health of Ukrainian citizens in the future. The main reason for this situation is the lack of a clear strategy regarding personnel policy in the health care system against the background of its reform. Conclusion. The main conclusion of the study is that the process of reproduction, preservation and distribution of medical personnel in institutions and territories is poorly managed, it needs regulation and improvement. Personnel policy should include the following aspects: material and moral incentives for medical workers, ensuring the protection of their rights and social security, creating appropriate working and rest conditions for them.
