На рубеже XX-XXI вв. неотъемлемой частью нового мышления стано-вится концепция устойчивого социально-экономического развития, отве-чающего текущим потребностям и обеспечивающего сохранение качества окружающей природной среды, ее способности удовлетворять разумные и необходимые потребности нынешнего и грядущих поколений.Рационализация природопользования предполагает необходимость ис-следования проблем оптимизации взаимодействия общества и природы и пу-тей их решения; эффективности использования природных ресурсов для про-изводственных и непроизводственных целей; активизации применения эко-номических методов предотвращения или ликвидации загрязнения и другого ущерба, наносимого природной среде.Острота проблем защиты окружающей среды, истощение потенциала природных ресурсов, а также расширение масштаба развития рыночной эко-номики привели мировое сообщество к необходимости пересмотра прежних представлений об источниках экономического роста. Дальнейшее развитие человечества на Земле становится возможным именно в рамках экологически устойчивого равновесия.Устойчивое развитие (от англ. sustainable development -гармоничное, правильное, равномерное, сбалансированное развитие) -это процесс измене-ний, в котором эксплуатация природных ресурсов, направление инвестиций, ориентация научно-технического развития, развитие личности и институцио-нальные изменения согласованы друг с другом и укрепляют нынешний и бу-дущий потенциал для удовлетворения человеческих потребностей и устрем-лений. Таким образом, устойчивое развитие -это развитие, не противореча-щее дальнейшему существованию и эволюции человечества.Концепция устойчивого развития сформировалась в 70-е гг. XX в., когда обострились противоречия между возрастающими темпами социально-экономического развития общества и ограниченностью истощаемых природ-ных ресурсов.
