The relationship between ‘foreign’ and ‘immigration and asylum’ policy is complex and has significant consequences beyond these policy areas. Despite their ever increasing importance, migration and refugee studies have been rarely tackled within the foreign policy dimension of state’s responses, in particular regarding refugee crisis. This paper both demonstrates the importance for and impact of foreign policy orientations on immigration and asylum policies. It questions how ‘foreign’ policy and ‘asylum’ policy are intertwined and generate differences in coping with the mass influx with a focus on the Syrian refugee crisis and Turkey’s policy responses. We argue that assertive foreign policy of Turkey, particularly willingness to be the actor ‘establishing the order’ in the Middle East’ which led to the ‘open-door’ and humanitarian asylum policy at the initial stages of refugee flow. However, the isolation of Turkish foreign policy along with the increase in the numbers of refugees necessitated recalibration of the adopted policy towards the one based on ‘non-arrival’, and ‘security’ emphasizing ‘temporary protection’, ‘voluntary return’ and the ‘burden share’.
Purpose This paper aims to provide a comprehensive understanding of factors that contribute to refugees’ exclusion from health-care services. More specifically, using institutional theory, this paper identifies regulative pillar-, normative pillar- and cultural/cognitive pillar-related challenges that result in refugees having limited or no access to health-care services. Design/methodology/approach The paper draws on both secondary research and empirical insights from two qualitative fieldwork studies totaling 37 semi-structured meso-level interviews, observations and focus groups in three Turkish cities (Izmir, Ankara and Edirne), as well as a total of 42 micro-level, semi-structured interviews with refugees and migrants in one large city (Izmir) in Turkey. Findings This study reveals that systematically stratified legal statuses result in different levels of access to public health-care services for migrants, asylum seekers or refugees based on their fragmented protection statuses. The findings suggest access to health-care is differentiated not only between local citizens and refugees but also among the refugees and migrants based on their legal status as shaped by their country of origin. Originality/value While the role of macro challenges such as laws and government regulations in shaping policies about refugees have been examined in other fields, the impact of such factors on refugee services and well-being has been largely ignored in service literature in general, as well as transformative service research literature in particular. This study is one of the first attempts by explicitly including macro-level factors to contribute to the discussion on the refugees’ access to public health-care services in a host country by relying on the institutional theory by providing a holistic understanding of cognitive, normative and regulative factors in understanding service exclusion problem.
Since 2011, political, social, environmental, and economic instability in the Middle East and North Africa (MENA) region has sparked large transnational population movements that have stressed existing state and non-state migration management systems to capacity. This has created opportunities for new actors-including national and international non-governmental organisations (NGOs), intergovernmental organisations (IGOs), and even regional and municipal administrations-to assume roles traditionally performed by national governments. Against this background, this paper seeks to shed light on recent changes in Turkey's border governance, particularly concerning its relationship to the European Union (EU). The paper focuses on the roles of and interaction between various local, international and supranational actors (both state and non-state). Drawing on concepts of governance, the paper critically analyses Turkey's approach to border management since 2011. It argues that the EU and the Syrian mass migration are the most significant forces of change in Turkey's border management, which seems to have become more inclusive and open to different actors such as NGOs or IGOs, and Turkish state actors exclusively assume a control function, while NGOs and IGOs are assigned a care function. It is informed by fieldwork conducted between July and November 2018 at the main sea border-crossing points of Turkey's Mediterranean coast.
