АннотацияИнтенсивное интегрирование России в мировое экономическое пространство в условиях современной геополитической обстановки требует более пристального внимания к устойчивому и динамичному развитию ее регионов. Трансформация российского общества на современном этапе привлекла самое пристальное внимание как к институтам гражданского общества и государства в целом, так и к проблемам управления социально-экономическим развитием ее регионов. В статье рассматривается одна из сложных внутренних проблем современной России -соотношение полномочий властных структур федерального и регионального уровней в сфере эффективного управления регионами. В настоящих условиях усиления роли России в мировом сообществе, активизации экстремистской деятельности в традиционно считавшихся «устойчивыми» в этом отношении европейских странах, повышении террористической угрозы в отдельных регионах Российской Федерации требуется осмысление исторического опыта взаимодействия центральных и местных властей. The transformation of Russian society at the present stage has attracted the most attention both to the institutions of civil society and the state in general, and to the management problems of socio-economic development of its regions. The article focuses on one of the most complex internal problems of modern Russia -the right balance of federal and regional management in the region for achieving effectiveness. In real conditions of the strengthening role of Russia in the world community, with the activation of extremist efforts in the European countries which were traditionally considered to be "steady" in this regard, and with the increase of terrorist threat in certain regions of the Russian Federation it is important to analyze the historical experience of interaction of the central and local authorities. The author has made an attempt to track the history of management in Kursk region in the period of the Soviet Union and modern Russia.
The article considers little-studied stories in Russian historiography about the post-war state of Yalta — one of the most famous health resorts of the Soviet Union, the «pearl» of the southern coast of Crimea. Based on the analysis of mainly archival sources, the most important measures of the party and Soviet leadership bodies, the heads of garrisons immediately after the withdrawal of the fascist occupation regime were analyzed. It was established that the authorities paid priority attention not only to the destroyed economy and infrastructure, but also to the speedy introduction of all-Union and departmental sanatoriums and recreation houses, other recreational facilities. As a result of their coordinated actions in the region, food industry enterprises, collective farms and cooperative artels, objects of cultural heritage and the social and everyday sphere were put into operation in a short time.
