This article examines voter eligibility/electoral qualifications as a fundamental part of universal suffrage. The authors use as a basis the typology of electoral qualifications, which provides for their division into 3 major groups: technical, protective and discriminative. In this study we made a detailed analysis of the electoral limitations belonging to each of these three groups. In particular, among technical qualifications special attention is paid to the analysis of age, citizenship, capacity, and residency requirements. Among protective limitations morality, service, military and bankruptcy qualifications have been reviewed. A considerable part of the paper is dedicated to investigating of discriminative restrictions of electoral rights, specifically, gender, property, race, religion and other electoral requirements.The restriction of the electoral rights is viewed through the prism of their transformation within the context of global democratization process in socio-political systems.Scientists convincingly demonstrate that the approach to assessment and necessity of applying of electoral limitations has been modified: discriminative qualifications are mostly removed, a large part of protective and technical electoral limitations is also eliminated, another part is strictly constrained by precise conditions for using, which significantly expand electorate and contribute to more comprehensive implementation of citizens electoral rights in comparison with past periods. Researchers of the electoral process emphasize the reasonableness of such electoral qualifications as age, citizenship, residency and capacity requirements concerning active electoral rights. At the same time, more ridged application of electoral limitations is acceptable with regard to passive electoral rights. In this context service, morality, literacy etc. qualifications must be mentioned.
Розглянуто проблему інформаційної війни Росії проти Україні. Автори розкривають суть інформаційної війни, її трактування в межах широкого та вузького підходів. На основі використання історичного, системного та структурно-функціональних методів з'ясовано основні недоліки інформаційної сфери України, виокремлено основні механізми її захисту. Серед механізмів протидії інформаційній війні Росії проти України виділено дві групи: нормативно-правові та інституційні. До першої групи автори з0араховують законодавчі акти України, серед яких провідну роль у протидії інформаційній агресії Росії відіграє Доктрина інформаційної безпеки України. Серед другої групи механізмів дослідники виділяють державні та недержавні інституції, діяльність яких спрямована на формування та реалізацію інформаційної безпеки України, а також міжнародні структури, діяльність яких спрямована на нейтралізації інформаційного впливу з боку Росії. Серед вітчизняних інституційних механізмів протидії російській інформаційній важливе місце, на думку авторів, належить Міністерству інформаційної політики України, Раді національної безпеки та оборони України, кіберполіції та ін. Значну увагу звертають на такі механізми протидії інформаційній війні Росії проти України, як заборона російських сайтів та соціальних мереж, а також запровадження квот на українську мову у мас-медіа. Автори зазначають, що дії України щодо нейтралізації інформаційних загроз з боку Росії слід здійснювати на трьох рівнях: першийгеополітичний (полягає у впливі на інформаційного агресора та обмеження інтенсивності і сили його нападу); другийстан, який охоплює захист цілісності, ефективності та дієздатності системи управління, інформаційної інфраструктури, інформаційних ресурсів; третійрівень громадськості (спрямований на захист стабільності та послідовності розвитку соціальних та політичних відносин, свідомості громадян, цілісності кожної людини). The article analyzes the impact of the coronavirus pandemic on election processes and election results. Using the complex of general, logical and empirical scientific methods, the consequences and main forms of influence of the pandemic on the election process: change (postponing) the election date; use of non-traditional (alternative) voting methods; application of special mechanisms to protect citizens from the spread of the coronavirus infection during elections; changes in the level of citizens participation in the elections process; change in the quality and democracy of the electoral process; change in the dynamics of morbidity due to participation in elections, etc. have been distinguished. The peculiarities of applying the mentioned forms of the impact of the coronavirus pandemic on the elections process on the example of foreign countries have been analyzed. It has been concluded, that in the initial stages of the pandemic the typical reaction of governments of most countries was the postponement of the election dates. At the same time, undemocratic leaders used the pandemic as an excuse to maximize and usurp their power. Subsequently, it became more common to hold elections on the date set by law using alternative voting methods or using special security measures during elections with the traditional voting method at polling stations. It has been shown that the coronavirus pandemic did not significantly affect the democratic nature of the election process (democratic countries held elections in accordance with democratic standards, and non-democratic countries - with their violations). At the same time, the coronavirus pandemic mostly caused a decrease in voter turnout. An increase in the incidence has also been observed in the post-election period.
