Abstract:The agreement recently signed between Morocco and the United States foresees several modalities in dismantling tariffs. Our simulations show that the various modalities of trade liberalization may have different impacts on the welfare, the rate of growth and the sectoral trade balance of these two countries. More precisely, our findings justify the interest of a gradual and asymmetrical agreement. In addition, the FTA between the US and Morocco will have a significant impact not only on trade between the two countries, but also on their trading relationships with other countries. The most important trade diversion will affect the EU and particularly France, which is Morocco's largest trading partner. It will also adversely affect the other North African countries. The FTA will thus offer the opportunity to Morocco to diversify its markets and its capabilities, which are currently focused on the EU, particularly on France and Spain.
L’agriculture est un secteur d’une importance particulière pour l’Afrique et relève de deux négociations commerciales, l’une avec l’Union européenne dans le cadre des Accords ACP, et l’autre multilatérale, à l’OMC, dans le cadre du Cycle de Doha. L’auteur s’attache à définir les blocages et perspectives en cours et propose, à partir d’une réflexion élaborée dans le cadre de la Commission Économique des Nations unies pour l’Afrique, des pistes pour faire de ce cycle de négociations un cycle pour le développement. L’absence d’accord serait très dommageable pour l’Afrique dont la marginalisation en cours dans le commerce mondial s’aggraverait.
Un rapprochement entre la crise actuelle et celle de 1929 permet de mieux comprendre les similitudes et surtout de dégager les grandes lignes des politiques de sortie de la crise. L’une des plus importantes leçons de la grande dépression concerne le rôle de la politique économique dans la gestion des cycles économiques et particulièrement dans la gestion des effets des crises qui donneront naissance au keynésianisme et au rôle des politiques de la demande dans la croissance et l’emploi en opposition au consensus de Washington qui limite le rôle de l’État et la place des politiques dans les dynamiques de croissance. Ainsi, la crise de 1929 a montré que la récession et la déflation étaient des conséquences importantes qui pouvaient accompagner les crises financières dans l’histoire du capitalisme. Les leçons de la crise de 1929 ont été retenues et la plupart des grands pays ont commencé à développer des politiques de relance économique et la notion de stimulus fiscal est devenue l’une des notions les plus utilisées dans le débat politique et économique global. Or, en dépit du nouveau consensus sur le rôle de ces politiques, les efforts mis en place dans le monde jusque-là sont en dessous des attentes et de l’ampleur de la crise et du spectre de la déflation.
