Abu Dhabi Company for Onshore Oil Operations (ADCO) has recorded the lowest Total Recordable Case Frequency (TRCF) of 0.52 in its history. This is also a drilling worldwide record and it was achieved, despite ADCO have increased its drilling fleet by around 30%. This successful score could not have been achieved without proper planning and implementation of the new rigs, especially with limited resources and through very tight schedule to meet ADCO's business plan requirements. An assessment to our project leads us to collect all the inputs related to the best way for the safe start up of the rigs. Taking in consideration the changes in design and shortage in crew staff, we have built a detailed plan for the safe start up rigs with all the parameters such as human recourses, management involvement, and technical inspections. Furthermore, we have developed plan to be in three stages: commissioning, rig move, and rig spud for the first well. Being HSE the focus with the start up of the new rigs, the main challenge faced by the project team was to ensure the implementation of every step in our HSE plan. This allowed us to safely start up the new rigs while delivering the required operational performance despite the fact of staffing the rigs with about 50% green hats crews. For both operator and contractor, the responsibility for safety, health of workers and environment has increased due to considerable impact of strategic growth plans and additional workload. For the major projects like rig expansion we have applied the best functional planning for safety management system. This paper will discuss and review the methodology for the rig start up plan and implementation of the primary actions needed to be developed and monitored through minimizing the risk and the impact to the project cost and schedule. Success, failures, and lessons learned are highlighted through the sections in order that full knowledge of the current project is captured and mitigated in the ongoing expansion with additional rigs being ordered. This will enable ADCO to enhance HSE commitments ensuring new rigs are delivered ahead of time.
Abu Dhabi Company for Onshore Oil Operations (ADCO) Drilling Division and its Contractors have managed to reach and maintain world class performance in HSE for the past three years and recorded the lowest Total Recordable Injury Rate (TRIR), the second lowest Lost Time Injury Frequency (LTIF) in ADCO's Drilling Division history and the longest time without LTI (Eighteen months without LTI). In addition we have recorded zero car related injuries and zero spills in 2011. ADCO believes that the most fundamental factor affecting HSE performance is what is commonly referred to as "safety culture". The strongest influence upon culture within most organizations is "the message from the top management". DOIRC (Drilling Operations Incident Review Committee) program improved subsequently both vertical (ADCO management and rig site) and horizontal (ADCO and its contractors) communication and was a key factor in setting in place an effective 360° communication. The success of the program shows clearly that the behavior of all stakeholders in Drilling can be changed by an effective communication, visible commitment and involvement from the top management. By keeping a permanent physical and contact between drilling crews, service providers and top management of ADCO and its Contractors, the impact on the safety behavior of the drilling crews was changed since then. The DOIRC program was the key factor for ADCO Drilling to reach and maintain a world class performance for the past three years, reaching 0.52 TRIR in 2011, the lowest in ADCO drilling history and more than twenty million kilometers driven without injuries.
This article will show how Abu Dhabi Company for Onshore Oil Operations (ADCO) Drilling Division and its contractors obtained employee commitment resulting in world class performance in HSE for the past five years and recorded the lowest Total Recordable Injury Rate (TRIR), in ADCO's Drilling Division history and the longest time without LTI (Eighteen months without LTI) in 2011. In addition we have recorded zero car related injuries for the past five years and zero spills in 2011 and 2012. DOIRC (Drilling Operations Incident Review Committee), a monthly meeting with all our contractors was a key factor in improving the safety performance of the drilling community by developing 360 0 communication between ADCO main office, ADCO field, Contractor's management office and their teams in the field .The forum also have shifted from a reactive committee where only incidents are discussed to a proactive forum where best practices are shared and a communication network was established to inform the fields on regular basis. In addition to that, DOIRC High Profile Tours (rig visits by ADCO and contractors Top Management), onsite workshops and regularly launching campaigns with our drilling contractor National Drilling Company (NDC) were the additional tools used to raise Drilling Division performance to a world class performance.ADCO Drilling Division has clearly established a successful formula for its safety performance to reach and maintain a world class performance for the past five years, reaching 0.52 TRIR in 2011and 0.60 in 2012 and 0.09 LTIF in 2008 and 2010;the lowest in ADCO Drilling history through effective communication culture.
Objectives/Scope: Managing contractor's safety is a continuous journey full of challenges that have severely affected Abu Dhabi Onshore Oil Operations (ADCO) HSE performance and reputation in the past. To tackle these challenges where thousands of labours are involved in major projects, drilling Operations and day to day activities within the sensitive environment of Qusahwira field, south of Abu Dhabi, a proactive approach and investment of Two Hours labours workshop called ؆Stand down for Safety؆ was introduced. The main objective of this project was to demonstrate ADCO's duty of care and to show a strong and visible commitment toward labour safety from both ADCO and contractor Management; this approach was to review and analyse all the incidents that have occurred in the past followed by an action plan to avoid reoccurrence and eventually to introduce and rollout new corporate initiatives and programs to tackle challenges that will be encountered in the future using ADNOC best practices. The main challenges that were tackled successfully during this stand down were:Heat Stress: The Holy month of Ramadan was these years during summer time. Due to the criticality of the situation, a special Heat stress program was launched to avoid dehydration and heat related accidents.Road and Work Safety: Eight thousand employees were involved in drilling operations and Major projects and more than Sixty million Km were driven in remote areas using sand tracks with frequent sand storms and harsh weather. Complex drilling operations continued in remote and environmentally sensitive areas without any well control event and injuries due to implementation of barrier analytical approach. Methods, Procedures, Process:During ؆Stand down for Safety؆ all labours are released from work to attend the workshop and participate in these knowledge sharing and learning events to prevent injuries. The function agenda is prepared based on labours feedback and observations in consultation with the field leadership team. This function is conducted in multiple languages to ease and ensure maximum learning is gained through interactive two way communication. The workshop is complimented by the open lunch -another opportunity for the labours and ADCO leadership team informal interaction. These workshops are supported by daily and weekly spot visits by Supervisors and management to check labours learning is being implemented and demonstrated at the work sites. Any deviation from the learning is corrected immediately on site. Results, Observations, Conclusions: This novel approach was implemented and resulted in TwoYears Free of Accidents.Novel/Additive Information: The difference between ЉStand Down for SafetyЉ and other workshops is that this function is conducted in multiple languages to ease and ensure maximum learning is gained through interactive two way communication. These workshops are supported by weekly spot visits by Supervisors and High profile Tours by Top management to check labours learning is being implemented and demonstrated at the w...
