As a result, development of new courses is always questioned from the financial perspective.Students evaluate their courses and their teachers on a regular basis. In times of financial exigency, this otherwise healthy practice very often turns into a popularity contest where difficult disciplines, such as foreign languages, rarely make the top ten list. Lack of demand may therefore result in course elimination and retrenchment. The students' input thus affects course offerings, teaching methods, and the selection and retention of teachers. The latter have therefore more reasons to be cautious about curricular innovation.In Hawaii, as in most mainland states, foreign language study is often perceived unfavorably and seldom considered necessary by the public at large.
