Anadolu coğrafyası, zengin doğal kaynaklara ve önemli bir jeopolitik konuma sahip olmasından dolayı eski çağlardan günümüze kadar birçok ilk çağ medeniyetinin yanında Bizans, Selçuklu ve Osmanlı gibi imparatorluk ve devletlere ev sahipliği yapmıştır. Anadolu’da altı yüz yılın üzerinde hüküm süren Osmanlı Devleti madenciliği, devletin yükselme döneminde uygulanan başarılı politikalar sonucu 15. ve 16. yüzyıllarda Avrupa devletleri ile rekabet edebilecek bir durumda olmasına rağmen 17. ve 18. yüzyılda dünyada ortaya çıkan gelişmeler sonucunda gerilemeye başlamıştır. Osmanlı Devleti madenciliği, 19. yüzyıldan sonra ve özellikle Tanzimat Fermanı’nın ilanı ile başlayan dönemde madencilik sektörünü dolaylı ve doğrudan ilgilendiren nizamnamelerin yürürlüğe girmesi sonucunda, devletin yıkılışına kadar yabancıların ve azınlıkların kontrolünde kalmıştır. Cumhuriyet’in ilanı ile başlayan dönemde madencilik sektöründe Osmanlı Devleti’nden intikal eden eksiklik ve yanlışlıklar giderilmeye çalışılmıştır. Bu dönemde uygulanan politikalar, çıkarılan birçok kanun ve düzenlemelerin yanında kurulan kurum, kuruluş, işletme ve fabrikalar ile madencilik faaliyetleri yeniden düzenlenmiştir. Cumhuriyet’in ilk yıllarında yapılan düzenlemeler sonucunda yeni maden yatakları keşfedilmiş, bilinen maden yataklarının rezervleri ve çeşitliliği arttırılmış, madenlerin üretiminde, ihracatında ve madencilik katma değerinde önemli artışlar sağlanmıştır. Bu çalışmada Cumhuriyet’in ilanı ile başlayan 1923 yılından 1938 yılına kadar olan on beş yıllık dönemde Mustafa Kemal Atatürk’ün önderliğindeki madencilik sektörünün genel bir değerlendirilmesinin yapılması amaçlanmıştır.
