The aim of this study is to determine the opinions of maarif inspectors, school principals and teachers on the creation of teacher career steps in Turkey. In this research, it has been tried to determine the creation of career ladder, whether it can be a catalyst that can provide significant improvements in the professional development of the teacher. According to the opinions of teachers, school administrators and education inspectors; Answers were sought for the questions of "The effect of creating career ladder on teacher professional development, how to form career ladder, which criteria should be used in promoting teacher career ladder, how to benefit from a teacher at upper career ladder". Mixed research design was used in the research. A semistructured interview form, which is a qualitative data collection tool, was prepared by scanning the literature in the research. The questionnaire, which is a quantitative data collection tool, was prepared with the data obtained from the qualitative data collection tool and the literature review. In the study; It was revealed that establishing teacher career ladder would contribute to the professional development of the teacher and contribute to the inner motivation of the teacher. It was reached the findings that redesigning career steps and establishing the legal infrastructure can contribute to the professional development of the teacher. In addition, in promoting the teacher career ladder, "teacher supervision and evaluation results, central examination results, master's and doctorate degrees, awards and penalties, technical, social, cultural and sporting skills, publications (book, article), seniority and work, projects, in-service training courses attended, foreign language knowledge" can be used. Career ladders can be staged as "prospective teachers, teachers, expert teachers and head teachers". GİRİŞBilgi ve teknolojideki hızlı değişim bütün sistemleri olduğu gibi eğitim sistemini ve özelde, öğretmeni değişme ve gelişmeye zorlamaktadır. Bu değişme ve gelişmeler, öğretmenin üniversitelerde öğrendiği bilgilerin kısa sürede geçerliliğini kaybetmesine sebep olmaktadır.Başka bir deyişle değişme ve gelişme hızına uyum sağlamayan öğretmenin niteliğinin sorgulanmasına ve en sonunda sistemin dışına itilmesine neden olabilir. Being a cross-national analysis, the aim of this study, which draws on data from school principals, is to evaluate parents’ involvement in decision-making processes comparatively in Turkey, Germany and France, which are members of the Organization for Economic Cooperation and Development (OECD) and were included in the study in terms of some variables, such as data in Human Development Index (HDI) report 2016 and results of the Programme for International Student Assessment (PISA) 2015 reading skills, math and science literacy results’ based on demographic, socio-economic, socio-cultural variables as well as achievements in education, population trends and parents’ involvement in education. Phenomonology research design from qualitative research methods was used in this study. Data analyses relied on content analysis technique. School administrators from Turkey, Germany and France were included through criteria sampling method from purposeful sampling methods. Interview technique was employed in order to collect data through a semi-structured interview form. The findings of the study highlighted that all participants agree on the positive impact of parents’ involvement in decision-making but there are some ambiguity how and what level parents must involve in decision-making processes. Some recommendations are made on how to improve involvement in decision-making process.

Human capital, which includes all investments intended for increasing the value of the innate and later qualities of the individual and social capital shaped the network of relations in social life it forms the basis of economic capital form the basis of economic capital. Human and social capital investments have a continuously increasing return and play an important role in the improvement of the quality of life and the development of the country. On the other hand, in the transformation of knowledge into a qualified workforce, the formation of the manpower needed by the economy is provided mainly through education and training services. The postgraduate studies in this context, is an important indicator in determining to understand the meaning and importance of social capital and human capital in academic sense and the extent to which these concepts are found in Turkey. The purpose of this study to comperative examine that 'social capital' and 'human capital' issues in fields of education, economics / econometrics, business administration, public administration and sociology made of since 2000 in Turkey master's and Phd's theses's content, methods and data analysis techniques. The population of the study consists of 211 master theses, 138 master's and 73 doctorates. 22 of them were in the education-training subject index,189 of them were in economics / econometrics, business, public administration and sociology subject index. In this study which was in descriptive scanning model document analysis method used in qualitative research designs used. The data were collected by scanning the terms 'social capital' and sermaye human capital as keywords related to the thesis in the YOK (Higher Education Council) National Thesis Centre database. Content analysis technique was used in data analysis. As a result, the human and social capital in Turkey postgraduate training in areas where a limited number of studies; it has been observed that studies related to development, economic growth and economic development are carried out mainly in the fields of economics, econometrics, business and sociology, and these studies are particularly differentiated in methodological terms.
