Resumo Este artigo apresenta reflexões sobre o Estado capitalista e as transformações na política penal e de assistência social no Brasil, na fase neoliberal do capitalismo. Observa a hegemonia conservadora no campo da assistência social e da política criminal, dando contornos cada vez mais punitivistas e assistenciais às estratégias de gestão da questão social sob o capitalismo dependente brasileiro.
O presente trabalho apresenta parte das reflexões da pesquisa de doutorado da autora, que teve por objeto de estudo o movimento de modernização da política de assistência social sob os governos petistas, à luz da crítica marxista do desenvolvimento capitalista dependente e periférico no Brasil. Aqui estão expostos elementos teóricos e empíricos que visam problematizar o intenso processo de regulamentação e institucionalização da política de assistência social, com ênfase nas transformações desencadeadas a partir do aprofundamento da gestão tecnocrática do Plano Brasil sem miséria. São elencados aqui alguns dos principais achados para confirmação da hipótese de pesquisa de que, com o referido Plano, a política de assistência social passa a ser objeto de investimento especial tanto para modernização da sua gestão, quanto para ampliação dos equipamentos sociais, sendo capitalizada para os objetivos do Plano.
O presente artigo tem como objetivo trazer elementos para pensar a crise sanitária a partir da crítica da crise capitalista, das expropriações como processo permanente no modo de produção capitalista e sua íntima relação com as contradições deflagradas com a pandemia da Covid-19. Nesta direção, intenta também trazer uma síntese do auxílio emergencial, problematizando os limites colocados pela focalização das políticas sociais, como tendência à desproteção social. Trata-se de ensaio com revisão de bibliografia, cujo método de análise se assenta no materialismo histórico e dialético. Assim, adotamos a crítica marxista para análise da crise capitalista e compreensão dos desdobramentos da crise sanitária, problematizando os processos recentes de expropriação de direitos sociais. A discussão também está assentada numa compreensão da política social como componente contraditório da ação do Estado para reprodução da classe trabalhadora, procurando trazer para o texto uma breve retomada sobre a incidência da via focalista na política social brasileira e os paradoxos que ela repõe em um cenário de destruição do já frágil sistema de proteção social brasileiro.
Resumo: O presente artigo objetiva discutir aspectos recentes da política de assistência social brasileira, considerando a incidência da radicalização do projeto neoliberal sobre seus serviços e as características de sua intervenção no contexto da pandemia da Covid-19. Elegemos como mote de análise central a relação entre a referida política e a gestão da força de trabalho mais precarizada e empobrecida, que no geral têm composto o público-alvo deste campo de proteção social. Tomando como base os fundamentos da crítica marxista da política social, a abordagem da assistência social procura desvelar as contradições inerentes a esta política de seguridade social, problematizando os principais elementos do endurecimento do ajuste fiscal no Brasil. Essas reflexões sedimentam as bases para a análise acerca da condição dessa política na gestão da força de trabalho mais empobrecida a partir das determinações da pandemia da Covid-19. A pesquisa, de natureza qualitativa, se assenta em revisão bibliográfica e análise de dados empíricos de fonte primária e secundária.
O presente trabalho objetiva discutir o processo de modernização da gestão da política de assistência social no Brasil, nos governos petistas, refletindo sobre os mecanismos conservadores que atravessam o processo de constituição dos marcos normativos da referida política social. Não se desconsidera a importância da normatização e institucionalização de que foi objeto no período em questão, mas visa problematizar os limites e desafios que se reproduziram. Neste sentido, discutimos os processos pelos quais tais movimentos impactam na intensificação do gerencialismo produtivista sobre o trabalho dos profissionais que atuam no Sistema Único de Assistência Social (SUAS).
