Abstract-It is the responsibility of national state to enact and implement its national criminal legislations on all types of crimes that occur within its political borders, in accordance with its own social circumstances and economic interests. On the same context, no other state is allowed to interfere with such powers and authorities. As one of the aspects of national sovereignty, the criminal law still based on the doctrine of "territorial basis" that despite saying it has been developed, but not more than crimes. At the age of globalization, national traditional criminal laws suffer from inefficiency in dealing with the new types of crimes, such as financial offences, hi-tech crimes and information systems crimes as well as computer related crimes.The information and communication revaluation, liberation of international trade and removing the political borders of national states all were the result of globalization, which facilitated not only the movement of capitals, ideas, goods, but also destructive materials, such as drugs, atomic weapons, and chemical Products and International adulterated and toxic industrial wastes, by which crimes became global phenomena.
