Este artigo propõe a elaboração de um instrumento capaz de mensurar o grau de maturidade do processo de autoavaliação institucional de Instituições de Ensino Superior (IES), tendo como base critérios do Control Objectives for Information and Related Technology (COBIT), alinhado à ferramenta PDCA (planejamento, execução, controle e ação). A autoavaliação, nas IES brasileiras, é implementada por meio do Sistema Nacional de Avaliação da Educação Superior (SINAES), instituído pela Lei nº 10.861/2004. Apesar de normatizar e apoiar a autoavaliação institucional, o SINAES apresenta o que deve ser avaliado, mas não como essa avaliação deve ser realizada. Esta pesquisa se justifica diante da inexistência de instrumentos para se medir o grau de maturidade do processo de autoavaliação das instituições de ensino superior e da decorrente necessidade de definição de parâmetros para a elaboração de um instrumento de avaliação. Trata-se de uma pesquisa aplicada, descritiva, qualitativa, a qual, com base em referenciais de apoio, consolidou um instrumento a partir de critérios contextuais específicos e, na sequência, legitimou-o junto a especialistas sobre o tema para verificar seu funcionamento e aderência.
