A liderança brasileira foi posta em xeque depois de três anos de crescimento lento do PIB, dando razão à especulação de que o México seria a nova estrela em ascendência da América Latina. Segundo os analistas do The Economist, o país asteca se destacaria dos demais países latino-americanos por aspectos como: o fato de ter uma classe média consolidada, a existência de uma indústria de bens de consumo duráveis -composta por itens como televisões de tela plana ou smartphones -, produtos que têm cada vez maior presença na sua pauta de exportações e ajudam a manter as contas externas devidamente equilibradas.Por isso, viemos comentar uma importante obra sobre a formação econômica mexicana. Trata-se do livro Desarrollo y crecimiento en la economía mexicana: una perspectiva histórica, de Juan Carlos Moreno-Brid y Jaime Ros Bosch (FCE, México, 2010); sem dúvida, trata-se de uma grande leitura, que tem o mérito de fazer a retomada crítica da história econômica do país (1) . O principal atrativo da publicação é o enfoque heterodoxo que fundamenta a análise histórica em um período que vai da época colonial até as reformas liberalizantes das últimas décadas do século XX.
<p>Alrededor del concepto <em>financiarización</em> hay mucho debate, justamente porque no se ha logrado conformar una definición tajante y definitiva, incluso si consideramos el seno de una misma tradición teórica. La dificultad en encontrarse un consenso entre los analistas para aclarar concluyentemente de qué se está hablando al mencionar lo que es la financiarización se agrava cuando llevamos en cuenta la multiplicidad de definiciones que emergen del abanico de autores de diversas corrientes heterodoxas que utilizan esa misma categoría, pero dándole distintos significados. Así, el objetivo de este trabajo es revisar algunas de las aportaciones más relevantes sobre la definición de financiarización, con destaque para las discusiones en tres grupos: marxistas, poskeynesianos y en economías subdesarrolladas. Siendo que en ese último grupo nos deparamos tanto con autores latinoamericanos que son marxistas y/o poskeynesianos, como con economistas heterodoxos de otras latitudes que reflexionan sobre cómo se manifiesta la financiarización en los países periféricos.</p><p> </p><div><div><p> </p></div></div>
This article examines the impact of austerity policies on gender inequality in Mexico and Brazil. More specifically, it seeks to discuss the need to reconcile public expenditure with a development strategy that actually includes a gender perspective. The feminization of poverty is of particular interest, as it is the basis upon which we try to outline the socioeconomic conditions in which Mexican and Brazilian women live with regards to progress, setbacks, and challenges. Thus, a brief explanation of the term austerity is provided with the purpose of reflecting on the limitations and opportunities that public expenditure might have in terms of gender inequality. Then, basic economic statistics concerning the dynamics of economic growth and public expenditure are included and certain key variables revolving around gender gaps in both countries are examined. Finally, we offer a diagnosis of the consequences of poverty on the female population in order to identify the leeway that public expenditure focused on gender should have for the most vulnerable population sector. The purpose is to promote development policies based on greater equality. In summary, as a result of the study, we observe that public expenditure intended at fighting against poverty (female-male) had considerable success in the case of Brazil, but not in the case of Mexico. However, in both countries, the recent deepening of austerity policies could limit the efforts of public expenditure on the feminization of poverty in particular, and on gender inequalities in general.
Resumen: Este trabajo aborda el tema de la moneda y del crédito en la acumulación del capital a partir de distintos autores del campo heterodoxo del análisis económico, poniendo énfasis en sus diferencias teóricas con lo más comúnmente defendido por la ortodoxia económica. Ese balance fue hecho buscando los elementos trabajados por el poskeynesianismo radical, específicamente en lo que dice respecto a la Teoría Moderna del Dinero Endógeno, que funjan como inspiración en la discusión actual sobre la moneda y el desarrollo en el pensamiento económico latinoamericano. El ejercicio de fusionar teóricamente las dos tradiciones constituye parte esencial de estas "lecturas".
Finanzas desreguladas, financiamiento y desarrollo: un balance crítico, es una obra que reúne varios aciertos al tiempo que nos ofrece pistas para entender mejor las causas más profundas que explican la tendencia de estancamiento económico de las economías emergentes inaugurada en el contexto poscrisis de 2007-2008, identificando entre ellas la estructuración de la banca y de la dinámica crediticia a partir de la redefinición de la globalización financiera. Destaca el equilibrio que alcanza la obra entre debate teórico heterodoxo, las implicaciones regionales y las tendencias y futuro de las finanzas. Un acierto más del conjunto de investigaciones que integran la obra es que nos brinda una reflexión teórica heterodoxa en torno a la doble naturaleza de las finanzas en el modo de producción capitalista: el crédito como fuente de financiamiento de la expresión de la capacidad productiva y, de manera simultánea, la expansión desregulada ofrece el incremento exponencial de los niveles de endeudamiento que alimentan la fragilidad sistemática y conllevan a sucesivas crisis. Se trata de la endogeneidad del dinero: el capitalismo como sistema de producción monetaria.
