ResumoO texto aborda as metáforas dramatúrgicas e as realidades teatrais evocadas pela performance do Movimento Passe Livre (mpl) e dos Comitês Populares da Copa (cpc). Inspirado pelas categorias de uma sociologia teatral, concentra-se nos eventos anteriores à eclosão das manifestações. Na análise são destacadas a dramaticidade da violência, a alta dose de contingência das performances públicas, bem como as modalidades organizacionais.
AbstRActThe text considers the dramaturgical metaphors and the theatrical realities called on upon by the Free Fare Movement (mpl) and by the World Cup' s Popular Committees (cpc). Leaning on the analytical categories of a theatrical sociology, it focuses on the events prior to the eruption of street protests in June 2013 in Brazil. The analysis highlights the drama of violence, the high dose of contingency of social movements performances.
Este artigo adota a análise das reformas do setor de saúde pelo prisma da atuação de atores capazes de incidir na política. Esse recorte permitiu, em primeiro lugar, identificar a inflexão préconstitucional na primeira década de 1980, possibilitada pelo aproveitamento de oportunidades institucionais pelos profissionais reformistas de saúde, e anterior à Constituição de 1988, considerada como divisor de águas na literatura preocupada com o setor público de saúde. O segundo argumento referese ao processo da implementação do Sistema Único de Saúde (SUS) e focaliza a mudança de atores com capacidade de levar as reformas adiante. Os termos e resultados da implementação do sistema via municipalização de atenção básica com maciça adoção de programas federais aparece como fruto de negociação entre dois dos atores institucionalizados - o Ministério de Saúde e os secretários municipais de saúde
Resumo: Como estudar os efeitos de movimentos sociais na produção de políticas públicas? Esta pergunta se mostra relevante, pois no Brasil pós-transição muitos movimentos sociais se engajaram na política institucionalizada com esta finalidade, mas é também desafiadora na medida em que as abordagens teórico-analíticas não oferecem ainda proposições consolidadas e têm privilegiado protestos como a forma de ação de movimentos. O artigo mapeia e discute criticamente os modelos analíticos que se propõem a explicar os efeitos políticos de movimentos sociais, com base na literatura voltada para este ator coletivo. Diante destes desafios, apresenta proposições acerca da complementaridade entre o modelo de mediação política e a abordagem de polis. Essa última, oferece categorias mais robustas para analisar as dimensões do estado e os processos de mútua constituição entre atores societários e instituições políticas, através do conceito de encaixe institucional.
