This paper investigates the impacts of salinity on crop agriculture in south-central coastal zone of Bangladesh, more particularly interior coast. The coastal areas of Bangladesh, with near flat topography and location at the tip of "funnel shaped" Bay of Bengal, are susceptible to a number of natural hazards such as cyclones, tidal surges, salinity intrusion, riverbank erosion, and shoreline recession. The coastal zone of Bangladesh, especially exposed coast has come into focus in a number of policy and academic studies for salinity intrusion, but with the accelerated impacts of climate change salinity extends from the exposed to the interior coast hampering crop production. To investigate extent of salinity level in interior coast and its impact on crop agriculture, this study tested irrigation water collected in between October and December 2011 from the lower Meghna at Gosairhat upazila in Shariatpur district and interviewed experts and local farmers. This study estimated that salinity concentration of surface water was 1.3 dS/m which was 0.8 dS/m higher than the earlier estimation by ICZMP (Integrated Coastal Zone Management Plan) in 2003. The test further revealed that Chloride ion concentration in irrigation water was 500 ppm, pH level was 7.99 and concentration of Carbonate ion was 221 ppm, which were much higher than the desired level. Estimated salinity concentration has already put a threat to the crop production and a significant yield loss has already been noticed in dry season. In the changing scenario of sea level rise, it has been predicted that the increasing concentration of salinity would create more pressure to the farmer by reducing yield on one hand and threatening livelihood, income generation and food security on the other hand. PurposeGlobally, a myriad of floating workers is in grave jeopardy due to the ceasing of employment opportunities that resulted from the mobility restriction during the Covid-19. Despite the global concern, developing countries have been suffering disproportionately due to the dominance of informal workers in their labour market, posing the necessity to campaign for the immediate protection of this vulnerable population. This paper analyses various dimensions of the vulnerability of urban floating workers in the context of Covid-19 in Bangladesh. In reference to International Labour Organization's (ILO) “Decent Work” concept, this paper endeavours to examine floating workers' vulnerability using the insider-outsider framework in context to Covid-19 pandemic.Design/methodology/approachThe study was conducted in two phases. In the first phase, data were collected before the pandemic to assess the vulnerability of the informal floating workers. Later, we extended the study to the second phase during the Covid-19 pandemic to understand how pandemic affects the lives and livelihood of floating workers. In phase one, data were collected from a sample of 342 floating workers and analysed based on job security, wages, working environment, psychological wellbeing and education to understand the vulnerability of floating workers. In phase two, 20 in-depth qualitative interviews were conducted, followed by thematic analysis to explore how the pandemic affects the existing vulnerability of floating workers.FindingsVarious social protection schemes were analysed to evaluate their effectiveness in reducing the vulnerability of floating workers facing socio-economic crises. The study has found that the pandemic has multiplied the existing vulnerability of the floating workers on many fronts that include job losses, food crisis, shelter insecurity, education, social, physical and mental wellbeing. In response to the pandemic, the Government stimulus packages and Non-government Covid-19 initiatives lack the appropriate system, magnitude, and focus on protecting the floating workers in Bangladesh.Practical implicationsThis paper outlines various short-term interventions and long-term policy prescriptions to safeguard floating workers' lives and livelihood from the ongoing Corona pandemic and unforeseen uncertainties.Originality/valueThis paper is the first of its kind that aims at understanding the vulnerability of this significant workforce in Bangladesh, taking the whole picture of Government and Non-government initiatives during Covid-19.
The political definition of 'natural geography' with regard to trans-boundary waters may pose challenges to their environmental importance. Availability and distribution of trans-boundary waters may thus give rise to dissatisfaction, disbelief and dispute among its stakeholders. The Ganges, Brahmaputra and Meghna (GBM) basins, shared between Bangladesh and India, as a whole, receive more water than necessary over the year, but the spatial and temporal distribution of water availability are very uneven. Focused on the trans-boundary water regime of the GBM basins, this paper discusses core issues related to environmental security by analyzing various environmental impacts due to water diversion and its significance at the national and regional levels between Bangladesh and India. Both countries have built dams and barrages on these rivers to satisfy their water needs without considering the ecological settings. Consequently, the dwindling supply of water in dry season has become one of the key contested issues between the two countries. Negotiations, however, for water sharing in this region are mostly based on anecdotal rather than scientific evidences. Both Bangladesh and India classify river flow data as secret and use the lack of mutually acceptable data as a tactic to promote their own national interests. Reviewing the environmental challenges, the paper opines for an ecosystem orientation of international norms and regimes flows for the GBM basins.
In Bangladesh, South Western (SW) coastal area is the most vulnerable due to its geo-morphological characteristics and socio-economic conditions. Consequently, this study aims at find out the sustainable adaptation practices to climate change impacts through a series of field study along with questionnaire survey and reviewing the secondary literature. The study shows that near about 50 adaptation practices are exercised in SW coastal area of Bangladesh. Among these, growing local rice variety, rainwater harvesting, directly use of pond water through proper pond management, raising plinth, lowering use roof etc. are the more sustainable adaptation practices. On the other hand, homestead gardening, dyke nursery, cropping on raised mound, school cum cyclone shelter, purification of pond water trough traditional knowledge are the moderately popular and sustainable adaptation practices in terms of social, economic and environmental aspects. Furthermore, shrimp cultivation at homestead, fish-vegetables combined cultivation, purification of pond water through govt. supported filter, pond filter, bamboo made piling house etc. are the less sustainable one.
To adapt to the emergent global climate impacts, the local communities of Khulna, Satkhira and Bagerhat districts in South-Western Bangladesh have spontaneously promoted a number of social innovation using their innovative ideas and traditional knowledge. The present study highlights on this practice called as Community Mangrove Aqua-Silvi-Culture (CMAS) to cultivate some floral and faunal species of the Sundarbans mangrove ecosystem. CMAS is a plot of swampy land with 1 to 1.5 feet deep water bordered by a dyke of 0.5 to1.5 feet height from the water level. The mangrove plant species in CMAS includes Goalpata (Nypa fruticans), Goran (Ceriops tagal), Keora (Sonnerata species), Hargoza (Alanthus ilicifolius), and Baen (Avicennia Species). Besides, there is a canal of about 2-2.5 feet depth that runs along the farm dykes where fish (Telapia, Vetki, Amadi, Tengra, Carps), shrimp (Bagda) and crabs are cultured. For in depth analysis of CMAS, face-to-face interview was conducted in 18 CMAS farms to know about the cultivation method, cost-benefit aspects, environmental and social impact of this unique culture. The farm owners opined that after 13 to 14 months of plantation, which is the shortest in comparison with traditional practice, Golpata and Goran can be harvested usually in January to February. On the other hand, farming seasonality of fish and shrimps varies species to species. However, most of the fish species can be harvested in between May to June in each year. Interestingly, CMAS culture doesn’t need much care and maintenance costs. It is expected that the detailed analysis of CMAS will help the Sundarbans depended local communities more climate resilient.
