The trust and confidence of citizens in their governments has been declining in recent decades. Electronic government (e-government) is seen as a means to reverse this trend. Despite conflicting conclusions in the literature, there is a consensus that e-government-led transformation can improve citizen confidence and trust in government. This research investigates the influence of egovernment-led transformation on citizen trust and confidence in the context of a developing country, the Kingdom of Bahrain. A conceptual model is developed, tested and validated using an online survey targeting ordinary citizens of the country. Based on 313 responses, the findings suggest that citizen trust and confidence is positively influenced by a government transformation, and this relationship is mediated by both government performance and citizen satisfaction. In addition, the results show that key factors must be met to achieve transformed government through the use of e-government systems: transparency, accountability, and meeting citizens' expectations.
We present an empirically tested conceptual model based on exit–voice theory to study the influence of information and communications technology-enabled transformation of government on citizen trust in government. We conceptualize and address the key factors affecting the influence of transformation of government on citizen trust, including government performance and transparency. Based on 313 survey responses from citizens in Bahrain, the top-ranked country in information and communications technology adoption in the Gulf Cooperation Council region, we test government performance and transparency as mediators between transformation of government and citizen trust. The resulting preliminary insights on the measurement and manifestation of citizen trust in the context of information and communications technology-enabled transformation of government have multiple policy implications and extend our understanding of how information and communications technology-enabled transformation of government can improve the government–citizen relationship and digital services adoption. Points for practitioners To fundamentally change the core functions of government, information and communications technology-enabled transformation of government must move beyond the simple digitization and web enabling of processes. Information and communications technology-enabled transformation of government has the potential to address declining citizen trust in government by improving transparency and performance. The success of information and communications technology-enabled transformation of government in Bahrain is attributable to its small size and demographic composition, the relative maturity of digital government initiatives, and the complete commitment of the government to information and communications technology-enabled transformation of government.
Over the years, there has been an erosion of citizens' trust and confidence in their governments behind which, lies many reasons. This paper examines how digital transformation of government may play an important role in improving this eroding trust and confidence. Using a systematic literature review, the paper identifies factors that influence citizens' trust and confidence in government as an institution. Among the key factors that are commonly identified across the literature are citizens' satisfaction and expectations, transparency, accountability, digital transformation of government and performance of the government. The literature also points towards a lack of knowledge and understanding in the community of how transformation of government can influence the growing decline in citizens' engagement with government. To this effect, an initial conceptual model is proposed which captures the key constructs that may lead to better understanding of how to rebuild trust and confidence in government administrations through the digital transformation of government.
