Este artículo analiza el fenómeno de la rotación ministerial durante los cuatro gobiernos de la Concertación, que se sucedieron en el período 1990-2010. Junto con describir la participación de los partidos en la conformación de los gabinetes, se examina el impacto de la rotación para la estabilidad del gobierno y para la coalición de centro-izquierda. La rotación ministerial es entendida como el movimiento de ingreso y salida del gabinete ministerial en el marco de una administración gubernamental. En cuanto a la carrera política la rotación se enmarca en la trayectoria que ciertos individuos asumen con el fin de adquirir experiencia, acumular capital político, y desde luego acceder a cargos de representación.

In addition to describing party involvement in cabinet formation, we analyze the impact of ministerial turnover on government and coalition stability. Ministerial turnover is defined as the appointment and dismissal of ministers from the cabinet during one administration. In terms of political careers, ministerial turnover is viewed as that aspect of a politician's career trajectory that has the purpose of gaining experience, increasing their political capital and gaining access to elected posts.
Since the radical neoliberal reforms to Chilean higher education of the 1980s, the creation of a quality regulatory system has been gradual and unfinished. It was only in 2006 that a law created the National Commission for Accreditation and two instruments: programmes and institutions accreditation. This article analyses the design and implementation of the latter policy instrument using mixed methods, including in‐depth interviews with key actors. Our findings show that, although regulations have introduced quality assurance as a key element in higher education policy, the link established between accreditation and financing has generated incentives that dangerously weaken these quality mechanisms.
Este artículo analiza los perfiles ministeriales y la relación entre experticia y tipo de ministerio en las cuatro administraciones de la Concertación de Partidos por la Democracia en Chile entre 1990 y 2010. El objetivo es avanzar en el conocimiento empírico de estos temas, a través de la vinculación de la literatura como tecnocracia y élites ministeriales. El argumento del trabajo es que existe una relación entre tipo de ministerio (político, social, económico o mixto) y el tipo de educación de los ministros. El análisis estadístico de los datos confirma que existe relación entre la formación de doctorado en economía y los ministerios definidos como económicos.
