The dynamic interactions betwee n cultural heritage and tourism lead to its assertion as an increasingly complex economic phenomenon, with social and cultural implications. At the same time, the cultural heritage has acquired a special importance among the decision makers and local communities, being associated with major tourist attractions and the cultural means of exchange, as well as educational tools for implementing sustainable management by conserving and protecting heritage elements. The importance of cultural heritage requires its evaluation, quantification, and capitalization through tourism. In this context, the present study aims, using the normalization method, to highlight the relationship between the cultural heritage and the tourist infrastructure in Beiuș Land, Bihor County, Romania. The results obtained provide a global (at the level of the studied area) and detailed image (at the level of the administrative territorial unit), regarding the relations between tourism and cultural heritage. Therefore, this study can provide impetus for the development of future research aiming at capitalizing the cultural potential.

The real estate market of apartments is experiencing an increase reaching new highs in the trim. II 2017. The city of Oradea is part of the cities with economic potential, with the demand for housing. The prices upward trend must be corelated with economic growth and strength in order not to produce a new "crisis" effect.
The execution of the reform in the public administration and its foundation on the democratic principles of the rule of law is an essential element of the economic-social reform in Romania. For this we have at hand the legal regulations of the European Charter from Torremolinos (May 20, 1983, Spain) and the Territorial Agenda of the U.E. (Leipzig, May 24-25, 2007). Those consist that territorial cohesion envisages a more special type of relationship, based on solidarity, such as solidarity between territories and regions, or between local and regional. This, according to the aforementioned regulations, should involve ensuring better living conditions and quality of life, oriented towards local and regional potential, regardless of where people live - either in the area of central Europe or on the outskirts of Europe. In this paper, we will start from Europe’s model, from its regions, from the possible cohesion between its territories, and we will focus mainly on the resources available to the cohesion of the inhabited areas of Romania. That is why, this paper attempts to present how, using the principles of organizing local authorities and authorities, means of cross-border cooperation can be established that will lead to a harmonization of interstate.
The EU, founded about 70 years ago (1957), to ensure the peace of Europe and the entire world; today, another mission of the European Union is “the well-being and survival of our citizens” (Fr. Timmermans - European Commission COM22 30.01.2019). Sustainable development aims to improve the life of citizens of Europe through lasting economic growth while setting the priorities related to this desire. In 2015, the UN General Meeting adopted the 2030 Agenda and in 2017 the “Declaration from Rome of the leaders of the European states that are members of the European Union” was signed. Through these documents, the necessary and obligatory steps have been established to protect the planet and to ensure the needs of future generations. The objectives set are for the long-term modification of economic development, respecting, and protecting the resources and the environment in the context of future sustainable development. Being UN and EU member and being signed by the Romanian government of the “2030 Agenda”, it launched in November 2018 “The National Strategy for the Sustainable Development of Romania 2030”, which takes into account the present needs and those of future generations, focusing on the respect for the citizen.
