The synergetic evolution tracks of the order parameters of the regional intellectual property management systems in China showed significant regional difference, and the intensity of policy incentive mechanism affected the synergetic evolution of the intellectual property management system. The evolution tracks of the intellectual property development capability of different regions showed a steady upward trend and showed an evolution process from convergent ordered state to divergent disordered state, while the evolution tracks of the intellectual property protection capability and intellectual property operation capability of different regions were gentle and converged and had a stable conformity relation.
This paper proposes a dynamic comprehensive evaluation method for evaluating the technological innovation capability of patent‐intensive industries. China's 15 industries were selected to evaluate their technological innovation capabilities from 2007 to 2018. Then, static and dynamic evaluation results were achieved, showing that the technological innovation capability of these industries developed steadily and presented an overall increasing trend. The rate of change is generally on the rise, but there are significant differences in the growth rate of different industries. Finally, this paper put forward some suggestions to improve the technological innovation capability of China's patent‐intensive industries.
With the rapid development of high-tech industries, the research perspective of industrial innovation has gradually evolved from the innovation system to innovation ecosystem. Whether the innovation ecosystem of China’s high-tech industry can achieve the benign evolution and development of the system under the new global pattern has become a real issue. Based on the perspective of the four-helix innovation model, in this study we construct an index system of the industrial innovation ecosystem development and designs a framework system of the industrial innovation ecosystem development capability, including the coordinated development capability, evolutionary development capability, and sustainable development capability at three levels. We construct measurement models of different capability dimensions and multi-dimensionally analyses of the regional development differences and change trends of each capability dimension of the system. The results show that the coordinated development capability of China’s high-tech industrial innovation ecosystem is poor, which inhibits the comprehensive capability of the system’s development to a certain extent. Although the evolutionary and sustainable development capabilities fluctuate greatly and have significant regional differences, they are measured at a better level and thereby contribute to the development of the system.
