This paper reports recent developments in Rapfish, a normative, scalable and flexible rapid appraisal technique that integrates both ecological and human dimensions to evaluate the status of fisheries in reference to a norm or goal. Appraisal status targets may be sustainability, compliance with a standard (such as the UN code of conduct for responsible fisheries) or the degree of progress in meeting some other goal or target. The method combines semi-quantitative (e.g. ecological) and qualitative (e.g. social) data via multiple evaluation fields, each of which is assessed through scores assigned to six to 12 attributes or indicators: the scoring method allows user flexibility to adopt a wide range of utility relationships. For assessing sustainability, six evaluation fields have been developed: ecological, technological, economic, social, ethical and institutional. Each field can be assessed directly with a set of scored attributes, or several of the fields can be dealt with in greater detail using nested subfields that themselves comprise multidimensional Rapfish assessments (e.g. the hierarchical institutional field encompasses both governance and management, including a detailed analysis of legality). The user has the choice of including all or only some of the available sustainability fields. For the attributes themselves, there will rarely be quantitative data, but scoring allows these items to be estimated. Indeed, within a normative framework, one important advantage with Rapfish is transparency of the rigour, quality and replicability of the scores. The Rapfish technique employs a constrained multidimensional ordination that is scaled to situate data points within evaluation space. Within each evaluation field, results may be presented as a two-dimensional plot or in a one-dimensional rank order. Uncertainty is expressed through the probability distribution of Monte-Carlo simulations that use the C.L. on each original observation. Overall results of the multidisciplinary analysis may be shown using kite diagrams that compare different locations, time periods (including future projections) and management scenarios, which make policy trade-offs explicit. These enhancements are now available in the R programming language and on an open website, where users can run Rapfish analyses by downloading the software or uploading their data to a user interface.
Fisheries science and management have been shrouded in controversy and rhetoric for over 125 yrs. Human reliance on fish through history (and even prehistory) has impacted the sea and its resources. Global impacts are manifest today in threatened food security and vulnerable marine ecosystems. Growing consumer demand and subsidized industrial fisheries exacerbate ecosystem degradation, climate change, global inequities, and local poverty. Ten commonly advocated fisheries management solutions, if implemented alone, cannot remedy a history of intense fishing and serial stock depletions. Fisheries policy strategies evaluated along five performance modalities (ecological, economic, social, ethical, and institutional) suggest that composite management strategies, such as ecosystem-based management and historically based restoration, can do better. A scientifically motivated solution to the fisheries problem can be found in the restorable elements of past ecosystems, if some of our present ideology, practices, and tastes can be relinquished for this historical imperative. Food and social security can be enhanced using a composite strategy that targets traditional food sources and implements customary management practices. Without binding laws, however, instituting such an ethically motivated goal for fisheries policy can easily be compromised by global market pressures. In a restored and productive ecosystem, fishing is clearly the privilege of a few. The realities of imminent global food insecurity, however, may dictate a strategy to deliberately fish down the food web, if the basic human right to food is to be preserved for all.
Humanity's relationship with fish dates back to prehistory, when ancestral hominins evolved the capacity to exploit aquatic resources. The impacts of early fishing on aquatic ecosystems were likely minimal, as primitive technology was used to harvest fish primarily for food. As fishing technology became more sophisticated and human populations dispersed and expanded, local economies transitioned from hunter-gatherer subsistence to barter and complex trade. This set up a positive feedback ratcheting fishing technology, mercantilization, and the commoditization of fish. A historical narrative based on archaeology and documentary evidence follows the principal changes in fisheries through evolutionary, ancient, classical and medieval eras to modern times. Some local depletions are recorded from early fishing, but from the 1950s, massive impacts of serial depletions by size, species, area and depth are driven by commoditized fishery products. North Sea herring fisheries are described in detail. Today's severely depleted wild fish populations reflect social institutions built on global markets that value fish predominantly as a consumptive commodity, risking future ecological integrity and human food security. To sustain global fisheries, decommoditization strategies that sustain human and ecosystem relationships with fish beyond their commodity value are needed.
ABSTRACT. Most debates on government fisheries management, focusing on dramatic fishery collapses, have skirted the ethical dimension implicit in the exploitation, for private gain, of fishery resources that are publicly owned. The privilege to fish, a conditional right often nefariously perceived as a legislated "right," implies ethical responsibilities linked to marine stewardship. To date, however, granting this privilege to fish has not been legally tethered to the fiduciary responsibilities of businesses to their clients or governments to their citizens: sustainable management of fisheries and conservation of living marine resources. Legal rights must be coupled with moral responsibilities if governments, private fishing enterprises, and civil society are to conserve marine resources for present and future generations. Evolving a social contract for ethical fisheries that explicitly mandates collaborative governance and corporate responsibility can protect public goods and society's right to fish, both to eat and to exist in the sea.
This paper analyzes the trophic role of Pacific herring, the potential consequences of its depletion, and the impacts of alternative herring fishing strategies on a Northeast Pacific food web in relation to precautionary, ecosystem-based management. We used an Ecopath with Ecosim ecosystem model parameterized for northern British Columbia (Canada), employing Ecosim to simulate ecosystem effects of herring stock collapse. The ecological impacts of various herring fishing strategies were investigated with a Management Strategy Evaluation algorithm within Ecosim, accounting for variability in climatic drivers and stock assessment errors. Ecosim results suggest that herring stock collapse would have cascading impacts on much of the pelagic food web. Management Strategy Evaluation results indicate that herring and their predators suffer moderate impacts from the existing British Columbia harvest control rule, although more precautionary management strategies could substantially reduce these impacts. The non-capture spawn-on-kelp fishery, traditionally practiced by many British Columbia and Alaska indigenous peoples, apparently has extremely limited ecological impacts. Our simulations also suggest that adopting a maximum sustainable yield management strategy in Northeast Pacific herring fisheries could generate strong, cascading food web effects. Furthermore, climate shifts, especially when combined with herring stock assessment errors, could strongly reduce the biomasses and resilience of herring and its predators. By clarifying the trophic role of Pacific herring, this study aims to facilitate precautionary fisheries management via evaluation of alternative fishing strategies, and thereby to inform policy tradeoffs among multiple ecological and socioeconomic factors.
The current global COVID-19 pandemic has led to a deep and multidimensional crisis across all sectors of society. As countries contemplate their mobility and social-distancing policy restrictions, we have a unique opportunity to re-imagine the deliberative frameworks and value priorities in our food systems. Pre-pandemic food systems at global, national, regional and local scales already needed revision to chart a common vision for sustainable and ethical food futures. Re-orientation is also needed by the relevant sciences, traditionally siloed in their disciplines and without adequate attention paid to how the food system problem is variously framed by diverse stakeholders according to their values. From the transdisciplinary perspective of food ethics, we argue that a post-pandemic scheme focused on bottom-up, regional, cross-sectoral and non-partisan deliberation may provide the re-orientation and benchmarks needed for not only more sustainable, but also more ethical food futures.
